MINUTES.
THE FIRST MEETING of the Sub-Committee was held at the Colonial Office on Monday, the 2nd of April, 1917, at 3.0 p.m.

MR. BEBB attended.
'Neath."-The Sub-Committee considered a letter from Messrs. John Joyce and Company reporting that this vessel was torpedoed on the 27th of March thirty miles south-east of the Fastnet, and the captain taken prisoner. It was agreed that Mr. Tennyson should send the Chairman a copy of Messrs. Joyce's letter regarding the steps taken to protect the ship.
2. s.r. Clevedon."-The Sub-Committee decided that, if the Chairman approved, this ship should be sent to Trinidad with a cargo of fuel to fetch asphalt for the Ministry of Munitions. They recommended that the ship should go in ballast to Glasgow for the fuel, and that the Admiralty should be asked to supply a tug.

S.S. "Marina.”—Claim of Messrs. Mitchell, Cotts and Company for dis- bursements, etc., in sending out crew to Lagos.-The Sub-Committee decided that Mr. Cotts should be asked to call and discuss this matter.

8.3. 'Emir.”—Insurance of ninety-three bales of goat-skins.-The Sub-Committee decided that before communicating further with Messrs. Glanvill, Enthoven and Company regarding the marine insurance on this consign- ment, the War Risks Insurance Office should be asked whether they would agree to regard it as exempt.

5. "Fiducia."--The Sub-Committee considered a letter from the Admiralty Coasting Trade Office reporting the total loss of this vessel after stranding off Shoeburyness Rock.
6. Steamships "Chow Tai" and Sandakan."—(a) Bonus to captain.-The Sub-Committee considered a despatch which had been received from the Governor of the Straits Settlements explaining the payment of a bonus of seventy dollars a month to the captains of these vessels, and decided that as this bonus was paid to all the Straits Steamship Company's captains at this time the payment in these cases need not be questioned.
(b) Protection and Indemnity Insurance. The Sub-Committee decided that as these risks were not to be insured an allowance should be made in respect of them at the rate of £50 a month each. This rate was founded on the lower of the two rates quoted by Messrs. T. R. Miller and Son, and the Sub-Committee decided that the lower rate might be adopted as the allowance in respect of marine risks, including four-fourths for collision.
(c) Future employment. The Sub-Committee considered correspondence which had taken place with the Governor of the Straits Settlements and Mr. Somerville regarding the possibility of finding substituted tonnage for these ships and bringing them home. It was decided to write to the Ministry of Shipping suggesting to them that sufficient tonnage should be requisitioned from the ships of the Heap Eng Moh Steamship Company.
7. 5.8. 'Erymanthos."-Railway Material.-The Sub-Committee decided that, in order to ascertain the net amount due to the War Office in respect of the sale price of the parts of the ten-wheel locomotives, the total expenses of the sales of all the railway material should be divided rateably in the proportion which the gross sale price of the goods mentioned bears to the gross sale price of the rest of the railway material, and the part attributable to the parts of the ten- wheel locomotives, according to this calculation, deducted from the amount realized by them.

8. 8.8. Senegambia." The Sub-Committee considered a report from the Assistant Paymaster-General on the Peninsular and Oriental Steam Navigation Company's letter of the 8th of March regarding the accounts for this ship. They decided that the Company should be asked to make some reduction in the charge

for victualling and also to reduce the amount on which their commission is calculated by deducting the amount of overpaid freight refunded to certain shippers. The Company should also be asked for an explanation of the charge in respect of the return passage of the chief engineer.

9. 8.5. Apolda." 11. Insurance of Cargoes at Alexandria.-The Sub-Committee considered correspondence with Messrs. Glanvill, Enthoven and Company and the Foreign Office showing that the cover had been extended to cover released goods at Alexandria until the date of actual delivery in each case.

Death of Sir Henry Johnson.-The Secretary reported that, with the approval of the Chairman, he had written letters of condolence to Lady Johnson and Messrs. Waltons and Company.
13. S.S. Kandy." The Sub-Committee approved the draft of a letter to the Ministry of Shipping (Transport Department) putting forward the Com- mittee's claim against the Admiralty in respect of the voyage to Karachi and the period of loading Admiralty stores at Hull in September. 1915, including a claim for insurance of uninsured risks (other than protection and indemnity risks) during the latter period.
14. Balances.-The Secretary reported that the balance to the credit of the Committee on the 28th of February was £766,638 178. 5d.

3.8. "Marina."—Mr. Tennyson reported the result of an interview with
Mr. Mitchell Cotts regarding his claim to be reimbursed for expenses incurred in Mr. Holt connexion with the abortive negotiations for the charter of this vessel. undertook to discuss the matter further with Mr. Cotts with a view to effecting a settlement of his claim.
3. 5.8.
"Edna.”—Mr. Holt suggested that the Committee should advance to the Government of Barbados the sum of £580 98. 8d. which had been disbursed by that Government for the wages and repatriation of certain members of the original crew of this ship (see paragraph 6 of the minutes of the One Hundred and Twenty- fifth Meeting of the Committee). It was suggested that the Crown Agents should write to the Colonial Office proposing the reimbursement of the Government of Barbados in this way, and that the matter should be further considered if the Meanwhile, a further Colonial Office supported the Crown Agents' request. reminder should be addressed to the Admiralty.
