15. 8.3. Genesee."-The Secretary reported that a further despatch had been received from the Governor of the Windward Islands with regard to the price charged for the coal originally on board this ship. The Committee agreed that there was no objection to the charterers being charged for the coal at the rate of

16. S.V. Dirigo."-The Secretary was to write to the Foreign Office and ask whether any objection was now seen to an application being made for the requisition of this ship, subject to the Procurator-General advising that this was a suitable case for an application to the Court.

17. Steamships" Gustav F. Falck"" and "Hakan."-The Secretary reported that he had made an affidavit applying for the requisition of these two ships for use in the coasting trade.

18. s.s. "Australia."-The Secretary informed the Committee that the Board of Trade surveyor had now stated that he estimated at £50 the damage to the plate of this ship, for which compensation amounting to £300 had been paid to the British India Steam Navigation Company. It was decided that Messrs. Gray, Dawes and Company should be sent a copy of the surveyor's report and asked if they would refund the balance of the sum paid to them.

Steamships "Chow Tai" and "Sandakan."-The Committee approved the action taken by the Governor of the Straits Settlements in allowing the Straits Steamship Company, who had applied for permission to continue running the "Chow Tai" for another two or three trips beyond the date on which she became due for her annual survey, to run the ship as a non-passenger steamer until the end of May.

As regards the report made on the accounts of these ships by the auditors appointed by the local Government, the Committee had no further observations beyond those made by the Assistant Paymaster-General, except that they considered that the Governor should be asked to state how it was that at certain periods the ships had made a loss. The Governor should also be asked to forward the state- ments suggested by the Assistant Paymaster-General.

20. 8.0. "Carl."-The Committee agreed that the valuation submitted by Messrs. Kellock and Company of the stores on board this ship, showing a balance due to Mr. Starkey of £309 7s. 10d., must be accepted.

21. $.8. Marina."-(A) Account rendered by the Gold Coast Government.— The Committee agreed that the Governor should be asked to forward a revised account, showing the charges under the following heads :-

(a) Between date of seizure and first employment.

(b) Employment in connexion with the Togoland expedition.

(c) Employment in connexion with the Cameroons expedition. (d) Subsequent idle period.

THE ONE HUNDRED AND ELEVENTH MEETING of the Committee was held at the Admiralty on the 15th of May, 1916, at 3.30 p.m.

1. The minutes of the previous meeting were confirmed.

s.s. "Edna."-Mr. Evans stated that he had seen Messrs. Grace Brothers and a legal representative of the American underwriters with regard to the freight on this ship. It appeared that the matter was in the hands of the underwriters, who represented that they might be sued in the United States for freight. Mr. Evans stated, however, that an arrangement would probably be arrived at eventually for the payment of freight in this country or for an indemnity to be given securing its payment.

Diana."--Mr. Holt reported that this ship had now left Durban and was on passage to St. Paul de Loanda, and would be due at Forcados early in June. The Sun Shipping Company should be asked for a report and to explain why the ship would not be delivered at Forcados on the 21st May in accordance with the charter. The movements of the ship should be reported to the Governor-General of Nigeria.

4. s.o. "Chile." Mr. Holt reported that the purchaser of the wreck now refused to part with the hawser claimed by Messrs. Workman, Clark and Com- pany until his costs had been paid: It was agreed that no action need be taken by the Committee.

The Committee agreed that Mr. Shute might be paid the balance of the sum shown to be due to him by the account rendered, on his giving an undertaking to repay any balance which might be found to be due to the Committee after the account had been examined in detail.

5. s.o. "Llandaff."-The Committee agreed that Messrs. Stewart and Com- pany might be allowed to retain, for the present, the balance of premium returned by the Protection and Indemnity Association.

6. S.T. Terpsichore."—Mr. Holt reported that this vessel was ashore in Long Island Bay in the south-west of Ireland. The ship, however, was making no water and the bottom was soft. It was understood that the Admiralty were making arrangements to tow the ship off. The Committee agreed that the offer of the Namaqua Copper Company for the charter of the ship should be refused.

7. s.s. "Telde."Mr. Evans reported that this ship had been taken to Cape de Verde, and that the Admiralty had approved of the Committee making the necessary arrangements for her employment. The Committee recommended that the Admiralty should telegraph to find out what cargo there was on board, how much space and weight was available for fresh cargo, and what repairs would be required to make the ship fit to put to sea.

8. Steamships "Quarta” and “Rajaburi.”—The Secretary reported that he had been informed unofficially by the Transport Department that they proposed to take over these ships to meet their requirements in the Eastern Mediterranean. On the Chairman's instructions he had written to the Director of Transports saying that that Department must bear all the charges as from the date of the expiration of the existing charters of the China Navigation Company, including the cost of taking over the coal and stores on board.
