I HAVE read with keen interest the program which you enclosed with your letter of 29th January.* The discussion of the problems proposed in tropical medicine should be most illuminating, and your program appears to cover com- prehensively the important questions now being faced in the fields of public health and preventive medicine in tropical countries.

The experience of the International Health Board in Malaya and Fiji, to which reference is made in your letter, is a good illustration of the advantages to be found in undertaking research into disease etiology in the islands of the Tropics. President Vincent and I are looking forward with interest to the London Conference.

As Hong Kong has not hitherto made use of the Bureau, £300 regarded by Government as rather highand not guaranteed beyond 1921.

British Resident suggested that con- tribution abould be reduced to £250 in subsequent years, but Secretary of State replied that he was not disposed to accept this suggestion.

NORTHERN RHODESIA.

London, E.C.2, 17th March, 1921. I AM directed to refer to your letters of the 14th May last and of the 31st December last,† on the subject of the measures recommended by the Glossina Sub- Committee of the Imperial Bureau of Entomology for the control of tsetse fly in Africa.

The Secretary of State has already been apprised of the sympathy of the Southern Rhodesia Administration with the general objects of the proposed investi- gation and of its willingness, subject to certain stipulations, to partícipate in the scheme outlined by the Sub-Committee.

As regards Northern Rhodesia, Dr. Aylmer May, who, as Principal Medical Officer of the Territory, has for many years been in close touch with the tsetse fly problem, and who attended the meetings of the Entomological Conference last year, discussed the proposals of the Sub-Committee in a memorandum which he sent to my Directors before his return to South Africa, but as this memorandum adversely criticised the line of action recommended by the Sub-Committee the Board was anxious, before submitting it for the information of the Secretary of State, to obtain the opinion of the Acting Administrator. The latter has now informed the Board that he is generally in agreement with Dr. May's views, and particularly wishes to draw attention to the smallness of the sum set apart for the expenses of each of the six commissions which form the basis of the plan of research. A copy of Dr. May's memorandum is enclosed herewith.

A copy of a Colonial Office letter, dated 14th May, 1920, and the report of the Glossina Sub-Committee on this subject, have been transmitted to me for my remarks as to the advisability of the British South Africa Company supporting the scheme proposed in the letter; my reply has been delayed in order to more fully consider the proposals made.
