The Sub-Committee decided to recommend to the General Meeting of the Com- mittee, in May, that the Director should be authorized to spend up to £100 per annum for the publication of such papers at a cost not exceeding £4 per sheet of sixteen pages.
Meanwhile, the Sub-Committee saw no objection to the Director making arrangements for the publication of two such papers, which must be dealt with immediately, if he could do this without definitely committing himself in advance of general authority to be given by the Committee.

IMPERIAL BUREAU OF ENTOMOLOGY. PROVIDENT FUND.
Rules.
1. THE Scheme for a Provident Fund will come into effect on the 1st April, 1921. All members of the staff of the Bureau appointed on or after that date will be required to become contributors to the Fund subject to the provisions in Rule No. 6. It will be optional for all members of the staff who were appointed before that date to become contributors, but they must notify the Director of their decision before the 31st of March, 1921, and their decision will be irrevocable. The Fund will be managed by the Crown Agents for the Colonies.

2. Each contributor will be required to contribute five per cent. of his salary, and five per cent. of any addition to his salary which may be payable on account of the high cost of living. At the same time, the Bureau will add a sum equivalent to that which the contributor is required to contribute.
3. In addition to the compulsory contributions, voluntary contributions may be made not exceeding the amount of the compulsory contributions. No correspond- ing bonus will be allowed by the Bureau, but the voluntary contributions will be entitled to interest.
4. The whole of the contributions will be retained by the Crown Agents and placed to the credit of the contributor's account with the Fund, and will be allowed to accumulate at compound interest. The moneys will be invested or employed in accordance with the directions of the Secretary of State for the Colonies, and interest will be allowed at such yearly rate as may be fixed by the Secretary of State for the Colonies, having regard to the average rate of interest earned. The rate in respect of any financial year ended the 31st March will be announced as soon as possible after the end of the year. Interest will accrue from the first day of the month following that on which each payment is made, and will cease to accrue from the last day of the month preceding that in which payment of the balance standing to the credit of the account is tendered to the contributor or other person entitled to receive it.
5. Contributions, both compulsory and voluntary, may be recovered by the Crown Agents by deductions from the payment of salary.
6. No one will be permitted to join the Fund until he has been in the service of the Bureau for twelve months, but the Crown Agents may provisionally deduct contributions from the emoluments of any person from the beginning of his service, and after completing twelve months' service every such person will be deemed to have joined the Fund at the time when his service commenced, the bonus and interest being reckoned accordingly. In the event of any such person not completing twelve months' service, the amount so deducted from his salary will be repaid without interest and without bonus. The amount of any voluntary contributions will be similarly repaid.
7. On quitting the service of the Bureau either by voluntary resignation, after giving the notice required under the terms of his employment, or on discharge other- wise than for misconduct, the contributor will be entitled to receive payment of the balance of the credit of his account. No final withdrawal will be allowed until the contributor quits the service or dies. Temporary advances, not to exceed in any event the aggregate amount of the contributor's own contributions with interest. may be allowed in very special circumstances, such as exceptionally heavy medical These expenses, on the authority of the Managing Committee of the Bureau. advances will be recovered in such instalments as the Committee may in each case direct.

8. In the event of the dismissal of a contributor for misconduct, the Managing Committee of the Bureau shall have the right to declare the whole of his interests in the Fund to be forfeited or to withhold the whole or any part of the bonus, or of the interest according to the nature of the offence. In the event of the Committee exercising the powers conferred in this rule, the contributor shall have the right of appeal to the Secretary of State for the Colonies.
9. In the event of the death of a contributor the balance standing to the credit of his account will be paid by the Crown Agents to his legal personal representative. 10. A contributor cannot assign* or encumber any money standing to the credit of his account in the Fund. If any member attempts to do so, the money and all his rights in the Fund shall be liable to forfeiture. If a contributor, on quitting the service or on death, is under any pecuniary obligation to the Bureau, the satisfaction thereof shall be a first charge on any sum standing to the credit of his account in the Fund.
11. If any contributor has, before joining the Fund, effected a policy of insurance on his own life, whether a life policy or an endowment policy, he may apply to the Crown Agents for permission to substitute payments of the premiums on the policy for the whole or any part of his contributions under this scheme, and permission may be granted at the discretion of the Crown Agents and on such terms and conditions as they may think fit. An assignment of the policy to the Crown Agents will usually be required and, if the policy matures after a term of years, the contributor may be required to agree that the capital sum shall be drawn by the Crown Agents and placed to the credit of his account in the Fund. In cases in which permission is granted to a contributor to substitute payments of premiums for contributions, the contributions payable from the funds of the Bureau to his account in the Fund will not be reduced.

COLONIAL OFFICE to IMPERIAL BUREAU OF ENTOMOLOGY.
Downing Street, 7th February, 1921. WITH reference to the letter from this Department, of the 5th of August, 1920,† I am directed by Viscount Milner to inform you that replies have now been received from the Governments of the Dominions, Colonies, and other Depend- encies, to which copies of the Report of the Imperial Entomological Conference were transmitted. A copy of a memorandum summarizing the replies is enclosed, together with a copy of a letter‡ addressed to the Crown Agents for the Colonies.
2. The Managing Committee of the Imperial Bureau of Entomology will, no doubt, share the satisfaction which the Secretary of State feels, at the response made to his appeal for increased contributions for the upkeep of the Bureau; and although the new contributions will be subject to review in most cases after five years, there is no reason to think that the necessary financial support will then be withdrawn. It is most gratifying to the Secretary of State that the value of this institution is so widely and fully recognized, and he is confident that the future of the Bureau may now be regarded as assured.
