THE HIGH COMMISSIONER to THE SECRETARY OF STATE.

(No. 162.) SIR,

(Received 24th May, 1915.)

[Answered by L.F. transmitting copy of No. 116.]

Government House, Singapore, 20th April, 1915.

of the 21st January,* WITH reference to your despatch "Miscellaneous relating to the proposed inquiry into ankylostomiasis in the Malay States, and in continuation of my despatch No. 80 of the 12th February,t I have the honour to inform you that Dr. Heiser, the Director for the East of the International Health Commission, has now paid his preliminary visit to Singapore and the Federated Malay States and has made all arrangements with the local medical authorities for the commencement of the investigation.

2.

Before Dr. Heiser's arrival I had nominated Dr. Hacker, of the Federated Malay States Medical Department, to be the local member of the Commission. I understand that Drs. Barber and Darling, the other two members of the Commis- sion, may be expected to arrive in May. Government quarters have been prepared for these two gentlemen.

3. The proposal is that the Commission should commence its work in Kuala Lumpur, where suitable accommodation has been found for it in the Malaria Bureau. Later it will transfer its energies to Port Swettenham, where convenient housing arrangements can be made by slight modifications of buildings in the Quarantine Camp.

4. Dr. Heiser is understood to be desirous of extending the scope of the Com- mission so as to include investigations into malaria; and, if this is so, and if his views commend themselves to the International Health Committee, I can say, on behalf of the Federated Malay States Government, that any such investigation will be welcomed by the Government, and that any assistance that can be rendered by the Government will be gladly placed at the disposal of the Commission.

I have, &c.,

ARTHUR YOUNG.
