To this we replied by cable as follows:—

Commission will send man and stand expenses of demonstration in

Ceylon."

We have to-day received from Dr. Heiser the following cable :-

"Government accepts. Have man ready to sail on my arrival late in

July."

4. It is understood that any action on our part is subject to approval by the Colonial Office. I take it for granted that the Government of Ceylon will com- municate directly with you concerning the matter, but I am writing you in order to save time. If this proposition should meet with the approval of the Colonial Office we should expect to send a man to Ceylon to carry out a demonstration, accord- ing to the plan which I submitted at the time of my visit last year. I think you have a copy of this plan, but I am enclosing an additional copy* for your information.

Mr. H. R. Cowell,

Colonial Office.

Very sincerely yours,
