THE GOVERNOR to THE SECRETARY OF STATE. (Received 13th April, 1914.)

Government House, Sierra Leone, 30th March, 1914. WITH reference to your despatch Miscellaneous (2) of the 6th January last,* I have the honour to inform you that Mr. Lean has had considerable difficulty in procuring suitable prints for the Visual Instruction Committee, and his efforts to do so have not proved very successful. He has, however, succeeded in securing a few suitable prints from Mr. Seymour, the representative of Messrs. Lipton, Limited, which Mr. Seymour has promised to present to the Visual Instruction Committee on his arrival in England.

2. Mr. Lean also informs me that he understands that Mr. E. J. Staples, of the Loan Department, Church Missionary Society, Salisbury Square, London, E.C., has photographic plates, films, and prints which have been converted into slides, indicating phases of life in Sierra Leone. Mr. Lean believes that these could be obtained by the Visual Instruction Committee in London by making application to Mr. Staples.

A MEMORANDUM has been received in this Department regarding a book on Canada and Newfoundland issued by the Visual Instruction Committee of the Colonial Office, and several of the Native States, to whom the memorandum was sent, have asked for further information on the subject, particularly with regard to the price of the book and the lantern slides and the size of the latter. They also desire the same particulars regarding any other similar publications that the Com- mittee have for issue.

Could you, therefore, favour me with these details, and also tell me whether there is any objection to direct application in the matter by Political Officers to the Visual Instruction Committee?

Zanzibar, 28th March, 1914. I HAVE the honour to acknowledge the receipt of your Miscellaneous despatch of the 27th ultimo,* relative to photographs of Zanzibar and information respecting them, recently transmitted to you for the Visual Instruction Committee.

2. In reply to the second paragraph of your despatch, I have the honour to inform you that Mr. Gomes, the professional photographer who supplied the photographs, has no objection to their being reproduced as lantern slides, or as book illustrations, provided that his name and Zanzibar is printed under each one used for such purpose.

3. His written permission is enclosed herewith.

SIR,

I AM directed by the Secretary of State for India to enclose a copy of a letter from the Political Secretary to the Government of India relative to the publications prepared by the Visual Instruction Committee of the Colonial Office.

As the Secretary of State for the Colonies is aware, copies of the various books issued by the Committee have been supplied to this Office for transmission to the Government of India. It is understood that the price of the book on Canada and Newfoundland is 1/-, and that books have also been issued on India (in two editions), the Sea Road to the East, Australasia, and South Africa; two further books, on the West Indies and Tropical Africa, still remaining to be issued. The Secretary of State would be glad to receive the detailed information desired as to lantern slides, and any further information likely to be of interest to the Native States from whom inquiries have been received.

Subject to Mr. Harcourt's concurrence, it is proposed to authorize Political Officers of the Government of India to communicate direct with the Visual Instruc- tion Committee.

1 HAVE no objection to the photographs of Zanzibar and Pemba supplied to the Acting British Agent and Consul-General, for transmission to the Secretary of State for the Colonies, being reproduced as lantern slides or as book illustra- tions by the Visual Instruction Committee, provided that "Gomes, Zanzibar," is printed under each one.
