Forwards, in reply to No. 60, a copy of 100

a despatch on the subject to His Majesty's Agent at Cairo, and pre- sumes, in view of the memorandum forwarded in No. 20, that the Soudan Government will be ready to adopt the proposed minimum of 30 lbs.

Transmits a copy of a report by Miss Muriel Robertson on her investiga- tions into trypanosomiasia_in_the Masindi Division of the Banyoro District together with covering letters from the Acting Principal Medical Officer; points out the grave danger to the health and prosperity of the Protectorate revealed by Miss Robert- son's investigations, and submits recommendations for meeting this danger.

Forwards a copy of a report on the sub- 119

ject of sleeping sickness in Northern Rhodesia by Dr. A. May, from Feb., 1912, to Oct., 1913, and a memorandum by the Medical Director of Southern Rhodesia.

Transmits a copy of a despatch from His Majesty's Ambassador at Paris atating that the French Government agree to send delegates to the proposed international commission, but express the opinion that the commission should consider the protection of elephants and rhinoceros not only in Africa but in other parts of the world where the species exists.

Hopes that, the connection between game and tsetse baving now been confirmed, the Government will take immediate action in the matter as promieed to a deputation on 23rd November, 1911.

Regrets, in reply to No. 69, that Mr. Harcourt cannot take action in the matter pending the deliberation and report of the Committee which is now considering the relationship between wild animals and trypanoso- miasie.

Encloses copies of Regulations re-enact- ing, with amendments, the Regula- tions forwarded in No. 57, together with the Acting Attorney-General's report thereon.

Asks that the question referred to in No. 69 should be dealt with as one of extreme urgency and that the remedial measures recommended by Sir David Bruce should be put into operation immediately.

Understands, in reply to No. 72, that the report of the Committee presided over by the Earl of Desart will be received almost immediately; states that the matter will receive careful considera- tion on the receipt of this report, but in the meantime no action is proposed, and points out that the natives are allowed to protect themselves by killing game in infected areas.
