Considers that the French proposal in No. 48 should be accepted; suggests that London would appear to be the most suitable place for the meeting of the Commission, and that it would be desirable for the Commission to meet at an early date so that it may have at its disposal the knowledge and experience of Mr. Woosnam, Game Warden of the East Africa Pro- tectorate.
Forwards a copy of a despatch from His Majesty's Representative at Berlin reporting the issue of decrees establish- ing game reserves in Togoland, Só- -kode, Atakpame, and Kete-Kratachi, and of a notification prohibiting the shooting of rhinoceros in the so-called Ngorongoro-Kessel.
Forwards a report by the Principal Medical Officer for Northern Rhodesia deprecating the destruction of game on the assumption that sleeping sick- ness is spreading, and states that Dr. May and Mr. Lloyd will be in London towards the end of the year and will be prepared to give evidence before the Committee which has been ap- pointed.
Forwards a copy of a despatch to His Majesty's Ambassador at Paris in- structing him to make a communica- tion to the French Government in the sense of No. 52, and to state that should the French Government agree to the proposal His Majesty's Govern- ment will immediately take steps to invite the other Powers to send repre- sentatives to the Commission.
Acknowledges No. 54 with thanke; states that the report enclosed was communicated to the Committee at their last meeting, and adds that a note has been made of the forth- coming visit of Dr. May and Mr. Lloyd to this country.
Transmita copies of Regulations pro- viding for the issuing of licences for the hunting and killing of wild animals, including elephants, together with a copy of the Acting Attorney- General's report thereon.
Considers that the preservation of the elephant can only be effected by an International agreement fixing a legal minimum weight of ivory, but that before approaching other nations Great Britain should at least see that consistency exists in her own terri tories; states the practice at present existing in Uganda, and makes ob- servations on the question generally.

Expresses surprise at the request made in No. 39; submits further arguments in support of the measure together with a memorandum by the Game Warden, and requests that, if still farther information is required, the Game Warden should be consulted on his arrival on leave.
September 22 Transmits copy of a despatch from His Majesty's Ambassador at Paris cover- ing a note from the French Govern- ment stating that they are not yet in a position to express a definite opinion, and suggesting that a com- mission should meet, not for the purpose of drawing op a Convention entailing international obligations, but for preparing the adoption of measures which the various ad- ministrations concerned could jointly apply.
September 23 Sanctions the Game Amendment Ordi- nance, 1913; but requests that careful watch may be kept on the possible increase of depredations by lions among stock, particularly that owned by natives; and adds that it would have been more satisfactory if the memorandum enclosed in No. 47 had accompanied the Ordinance enclosed in No. 35.
September 30 Transmita a copy of a despatch_from His Majesty's Representative at Berlin enclosing a copy of a notification by the Governor of German East Africa supplementing the Shooting Regula- tions of November, 1908, and Decem- ber, 1911, together with copies of notifications prohibiting the shooting of hippopotami and rhinoceros in cer- tain districts.
