2. I do not think any steps are necessary to be taken in this Colony at present.

I HAVE the honour to acknowledge the receipt of your circular despatch of the 7th of March,* on the subject of the Convention signed on the 23rd of January for the suppression of the abuse of opium, morphine, cocaine, and similar drugs, and to inform you that this Government is prepared to agree to the Convention being signed on its behalf.

2. I have under consideration the question of measures necessary to give local effect to the operation of the Convention.

or cocaine eaters among the residents. There is now only one firm licensed to deal in opium. The last consignment of opium imported consisted of three chests landed in 1909. Each chest contains about 1,920 ounces of unprepared opium, which pro- duces about 1,200 ounces of prepared opium.

3. I note that the Convention will be binding upon this Government if, and when, it is ratified by His Majesty.

Government House, Zungeru, 15th April, 1912. WITH reference to your circular despatch dated the 7th ultimo,* I have the honour to inform you that this. Government is prepared to agree to the International Opium Convention being signed on its behalf.

2. I presume it would be advisable to await the amalgamation of Northern and Southern Nigeria before considering what steps it may be necessary to take in order to render effective the measures decided upon in the Convention.

WEIHAIWEI.

THE COMMISSIONER to THE SECRETARY OF STATE.

(Received May 3, 1912.)

Government House, Port Edward, Weihaiwei, 9th April, 1912. WITH reference to your despatch. No. 5, of the 8th ultimo,† I have the honour to inform you that in my opinion it will be unnecessary for this Governinent to take any action in respect of the Opium Convention, as the provisions contained in its Articles, including those referred to in the last paragraph of your despatch, are already in force in this Territory so far as they can be made applicable to local conditions. In this connexion, I may refer you to Ordinance No. 1 of 1909, which, as the Medical Officer reports, seenis to cover the whole question completely."

2. Dr. Muat states that there are at present 40 persons in this Territory who hold a licence to smoke opium, and that so far as he is aware there are no morphine
