I HAVE the honour to acknowledge the receipt of your Circular despatch of the 7th instant,* regarding the International Convention for the suppression of the abuse of opium and similar drugs, and to inform you that the adherence of this Protectorate to the Convention is in every way desirable.

2. It appears to me that the obligations imposed by this adherence are suffi- ciently met by the law on this subject already operative in Somaliland, namely, the Sale of Poisons Ordinance. No. 1 of 1906," which was enacted for the specific purpose of preventing the contemplated opening of an opium den in Berbera in that year. No further legislation would appear to be at present necessary.

I HAVE the honour to acknowledge the receipt of your circular despatch of the 7th ultimo,* and to inform you that I am advised that. Bermuda should agree to the International Opium Convention of the 23rd of January last being signed on behalf of the Colony.
2. In the absence of any local legislation regarding the use and abuse of the drugs referred to in your circular above referred to, the Executive Council was of opinion that consideration of the steps required in order to render effective the measures decided on in the Convention should be deferred pending information as to the action taken in other Dependencies, and I shall be glad to be furnished as early as practicable with copies of legal enactments which might serve as a guide for local legislation.
