Downing Street, 11 July, 1913. BY your letter of the 8th of February, 1911,* the Lords Com- missioners of the Treasury were pleased to agree to a fixed grant of £1,000 a year for a period not exceeding three years to the Sleeping Sickness Bureau. At the same time they agreed that the continuation of the grant at the expiration of this period should be reconsidered if continued assistance were necessary.
2. Since that date steps have been taken to expand the activities of the Bureau into a Bureau dealing with all tropical diseases, and not with sleeping sickness only. In the place of a single bulletin dealing with sleeping sickness, two bulletins are issued, the first of which appears about twice a month and deals with all tropical diseases affecting man, while the second, which appears once a quarter, deals with tropical diseases affecting animals.
3. To meet the increased expenses of the expansion of the work, annual con- tributions have been promised by the following Governments, in each case for five years (1912-13-1916-17):-

An annual contribution of £500 a year is also made by the Government of India. 4. The importance and value of the work done by the Bureau is admitted on all sides, and, in Mr. Harcourt's opinion, is unquestionable. He has no hesitation, therefore, in asking the approval of their Lordships to the continuation of the grant for a further period of three years from the 1st of April, 1914, up to which date the present grant extends.
