Transmits a copy of No. 139, and states that a further communication will be sent up on the receipt of the views of the State Governments on his proposal.

Observes that no reason is given for the opinion expressed in No. 137, and that he will, no doubt, bring the matter before the Privy Council again; con- Biders that it would be a step in advance if the Privy Council could recommend the appointment of an entomologist in the interests of agri- cultural development in the Colony, Reports that he and the Chief Secretary agree that the whole cost of Dr. Strick- land's extended period of employment should be borne by the Federated Malay States Government, and he has no doubt that the Federal Council will concur.

Forwards, in reply to No. 128, a copy of a letter from the Board of Agriculture, stating, inter alia, that there appears to be no objection to a representative of the Bureau attending the Conference referred to, but that no information has been received to indicate that discussion of the question of estab lishing an International Commission regarding insect and fungus disease will take place at the Conference. States that the contribution of the Egyptian Government should be paid annually to the Crown Agents, com- mencing on the 1st of April, 1913, to the account of the Committee.

States, in reply to No. 143, that although discussion at the Conference will be limited as indicated, it is considered desirable that the Bureau should send a representative; and requests, there- fore, that all the necessary information as to the Assembly may be furnished for transmission to the representative.

Minutes of the third meeting

Encloses, in reply to No. 145, a copy of n letter from the Board of Agriculture, stating that they see no objection to the Colonial Office proposal, but that, as the Commission on Phytopathology has fallen through, they do not expect that the General Assembly will be prepared to deal with the question of international action on plant disease, and they are accordingly not sending any specialist to Rome; asks whether it is still desired to send a repre sentative.
