dated the 14th May, from Lieutenant-General Sir R. Wingate on the operations in question. They decided that further information was necessary before they could properly consider the despatch, and it was accordingly arranged that the Foreign Office representative should obtain the information required from Sir R. Wingate.

The Council adjourned pending the receipt of this information.

The Council reassembled on the 18th July, the same members being present, with the exception of General Sir Beauchamp Duff. In the light of the further information furnished by Sir R. Wingate, the Council considered that, while the question of granting a medal for the operations should be left to the Khedive, an abbreviated version of Sir R. Wingate's report of the 14th May should be published in the "Gazette," and decided to recommend Major W. II. Drake, Royal Artillery, for a Brevet Lieutenant-Colonelcy, and Major C. H. Leveson, 18th (Queen Mary's Own), Hussars, for

the D.S.O.

THE Council considered two despatches from the Acting Commissioner of Somaliland, dealing with the action fought at Dul Madoba on the 9th August, between the Camel Constabulary and a strong force of dervishes, The Council were of the opinion that if Mr. C. de S. Dunn, on whom the command of the Constabulary devolved when Mr. R. C. Corfiell was killed, were eligible for the Distinguished Service Order, his conduct was such as to merit the bestowal of this decoration; but, pending further enquiry as to his eligibility, no recommendation was made. They decided, however, at once to recommend Captain G. H. Summers, 26th King George's Own Light Cavalry, for a brevet- majority.

The Council have since been advised that Mr. Dunn is not eligible for the Distinguished Service Order. It is necessary, under the Statutes of the Order, that any officer to whom it is granted should have been mentioned in a despatch published in the "London Gazette,"; but as it would be contrary to the established practice of the War Office to publish in the "Gazette " a despatch relating to an engagement brought on by disobedience to instructions the publication of the Somaliland despatches dealing with the action at Dul Madoba cannot be considered. It is therefore clear that Mr. Dunn cannot be recommended for the Distinguished Service Order.
