REPORT NO. 1.

SURVEY SCHOOL, LAGOS.

Quarterly Report.

For the First Quarter: 1st July to 30th September, 1908. Instructor.-Appointed 1st May, 1908. Adjusting instruments, surveying, and

> other departmental duties until about 14th June.

Applicants. Ten candidates have applied for admission, as shown on attached list of applications, six out of which ten have been selected as suitable, up to the present. One candidate (No. 10) has not yet come for examination.

Entrance Examination. A preliminary or trial examination, by the Instructor, was commenced in the middle of June, the object of which was to choose those out of the candidates who possessed the necessary qualities to enter as pupils. The examination lasted until the 1st July, from which date the school may be considered as having been inaugurated, the actual occupation of the school hall being from the 2nd July, 1908.

Subjects Applicants were examined in the compulsory subjects as specified under Public Notice No. 55 of date 27th March, 1908, viz.: algebra, Euclid, and mensuration an elementary knowledge of each of which is required under such notice. Selected candidates were then passed into the school as pupils for professional training.

School Work. The curriculum of the school has comprised the subjects under the headings laid down in the above Public Notice as for the first year's course, and which are practical geometry, simple trigonometry, chaining, keeping field-books, plotting from field-books, lettering and conventional signs, scales, geometrical draw- ing, use of compass and clinometer, and use of logarithms; in addition to which the following subjects have also been touched upon, viz.: physical geography, theory and use of the aneroid barometer, thermometer, &c., isometric and freehand drawing.

Test Examination.-On the 24th and 25th August last the pupils were, by the Instructor, put through a test examination for the purpose of ascertaining their progress to date, and also to record same for the information of the Director of Surveys. The results of such examination, which have been duly submitted to the Head of the Department, will be quoted hereafter.

Vacancies. There exist at present three vacancies, since Nos. 3 and 4 are only attached to the Survey School for training, being already pupils of the Survey Department, as mentioned hereafter.

No. 1. Euba, Gilbert Hector-This gentlemen, as will be seen from the list of applicants, was educated in the Wesleyan High School, Lagos, and holds a

2nd class College of Preceptors, as well as 2nd class Teacher's Certificate; also a 2nd class Sanitation. He was a teacher in the Wesleyan High School, Lagos, immediately prior to his admission into the Survey School, having vacated his post for this purpose. He is 22 years of age; intelligent, hardworking, and painstaking, and likely to prove himself well later in professional training as a surveyor. A good mathematician (holding a Merit Certificate), careful in his studies, and well suited for the work. He obtained 163 marks out of a maximum of 230 in the test examination referred to.

No. 2. Cole, Jacob Bankole.-Educated at the Hope Institute, Lagos; holds certificate equivalent to 7th Standard Educational Code. Age 17 years; intelli- gent, bright, and painstaking. Promising pupil. Examination marks, 94.

No. 3. Vincent, Ezechiel Silvanus.-Educated in Church Missionary Society's Grammar School, Lagos, holds certificate equivalent to 7th Standard Educational Code. Entered Survey Department as pupil on the 12th November, 1906; attached to Survey School in June, 1908, for instruction, under special arrangements as proposed. (Vide Instructor's letter, No. 3/1908, of the 2nd September, 1908, to the Director of Surveys.) Age 20 years; quiet, painstaking, and hardworking, but somewhat slow at times in grasping information. Improving. Employed with Instructor 15 days (July and August) on special work in the bush. Examination marks, 115.

No. 4. Isaacs, Samuel Akindele Olambuvounu.-Educated in Hope Institute, Lagos; certified passed equivalent to 7th Standard Educational Code. Entered as pupil in Survey Department on 15th February, 1907. Attached to Survey School for training in June, 1908, under the same proposed arrangements as No. 3. Age 19 years; backward somewhat, and inclined to be playful at times; requires a close hand to keep in order, and up to his duties. Improving latterly, and doing better work. Employed with Instructor 15 days (July and August) on special work in the bush. Examination marks, 95.

No. 5. Aiyede, Emanuel Oba.-Educated in Church Missionary Society's Grammar School, Lagos; passed 7th Standard Educational Code; admitted in school after examination in June last. Age 19 years; intelligent, painstaking, and hardworking. Observant and quick. Very promising pupil." Examination marks, 183.

No. 6. Craig, Allworthy Obadiah.-Educated in Wesleyan High School Lagos; 2nd class (Ordinary) and 3rd class (Honours) College of Preceptors; also 3rd class Teachers' Certificates. 1st class Certificate for Elementary Sanitation. Teacher at Wesleyan High School, Lagos; and Head Master Ibadan Municipal School, immediately prior to admittance into Survey School, in June last. Good at mathematics, &c. Age 23 years; quick and intelligent; very hardworking and persevering. Very promising pupil. Examination marks, 207.

Educational Qualification. Special attention is submitted to the Instructor's letter, No. 3/1908, of the 2nd September, 1908, dealing with this question, which is of importance to the welfare of the school. It is submitted that a modification may be made in the rule as regards qualification for reasons given in the above letter; and that, in cases of schools not under Government supervision, an equivalent grade may be substituted in place of the Lagos Standard Code, the main object being, as already pointed out, to obtain suitable candidates for the school.

Remarks.-There has been little or no fault to find with the conduct of the pupils generally, beyond what must be expected in any ordinary school or gathering of young men. Discipline has been observed, and the necessity of regular attend- ance, &c., intimated to all, with good results. Much personal interest has been exhibited by all the pupils throughout their work, on account of every endeavour having been made to vary the studies so as to avoid monotony and wearisomeness; and it is gratifying to the Instructor to be able to record the satisfaction expressed by the Head of the Department upon the general progress of the school since its commencement on the 1st July, 1908.
