January 13. Referring to your despatch, No. 589,* report by telegraph whether this disease has been checked, and if not, whether you consider it desirable to strengthen Veterinary Department at once. With reference to my predecessor's telegram of 12th September,t it has not been possible to obtain suitable man at present terms.
