MINUTES OF MEETING OF THE VISUAL INSTRUCTION COMMITTEE, HELD AT THE COLONIAL OFFICE, 23 FEBRUARY, 1909.

PRESENT:

Mr. Noall (Secretary).

The minutest of the last meeting, having been previously circulated, were adopted.

Sir Charles Lucas reviewed the correspondence which had passed since the date of the last meeting, and reported that the edition of the lectures prepared for use in India and adapted for use in the United Kingdom, had been published.

Correspondence between Sir Charles Lucas and Mr. Mackinder was read, including a telegramț from Mr. Mackinder which was received during the sitting, and the Committee discussed arrangements for continuing the work during the absence of Sir Charles Lucas.

Mr. Mercer agreed to act as the official representative on the Committee in place of Sir Charles Lucas.

It was decided to fix the 31st of May and the 30th of September as the dates for the completion of the lectures on India and Canada, and Sir Charles Lucas promised to communicate with Mr. Mackinder.

The Committee agreed to the payment to the Secretary, from the Princess of Wales's Fund, of £25 for the period from the 1st of April, 1908, to the 31st of March, 1909, and to the continuance of the allowance of £16 a year to Mr. Mackinder for secretarial assistance.

Much regret have mistaken date of Committee; thought it Thursday. Wish to propose division of labour. The preparation of the slides involves much detail and artistic judgment, which is separable from the writing of the lectures. I ask for a colleague for the slides, and will surrender part of my fee for the purpose. Modus

operandi would be: sketch of lectures and outline of required illustration, by me; consideration of material available, and draft list of slides, by colleague; writing of lectures, by me; preparation of slides, by colleague; final correction by me, after seeing slides. This arrangement would relieve me of much detail and semi artistic work, and I would undertake to fix dates for delivery. My Secretary, Chamberlain, knows all detail thus far and would be available to help colleague. Shall be in London again 8 March.-MACKINDER.

MY DEAR MACKINDER,

Downing Street, 23 February, 1909. We have just had a meeting of the Committee, and your telegram* came in while we were sitting. The Committee agree with me in thinking that we should now have a definite understanding as to the amount of output which will be forth- We leave it to you to settle what arrangements you think coming at a given date. best to make in the way of assistance and shall only ask for certain results, thereby assuring ourselves that by a given date or dates there will be something to show for

our money.

I am going away for a long six months, and it is suggested that during this time two courses of lectures shall be completed, one on India and one on Canada, one of them, whichever you prefer, by the 31st of May, and the other by the 30th of September.

We think that it is of cardinal importance to publish some lectures as soon as possible, and thus give evidence to the public that the fund is bearing fruit. We therefore think it all important to fix certain dates for publication; but, subject to this condition, we wish to suit your convenience and to give you discretion as much as possible, recognising at once the great value of your work and the many calls upon your time.
