WITH reference to my predecessor's "General" despatch of the 12th of July, 1906,† I have the honour to inform you that an edition of the lantern lectures on the United Kingdom, prepared by Mr. Mackinder, was issued for use in India during the summer of 1907. The cost of production was borne by the Government of India, and the sum of £30 was credited to the fund raised by the Eastern Colonies, in respect of the copyright of the slides.

2. The Committee on Visual Instruction had had in view for some time the preparation of a special edition of the lectures for use in schools in this country, and it was ultimately decided to re-issue the Indian Edition for that purpose. This re-issue has accordingly now been published, and has been brought to the notice of the local educational authorities and of other persons likely to be interested in the subject.

3. The total cost of the new edition was £76 183. 4d., of which £48 18s. 4d. was spent in advertisement, and this sum has been charged to the Eastern Colonies Fund, to which, of course, any profit on the sale of the slides and the book of lectures will be credited.

MINUTES OF MEETING OF THE VISUAL INSTRUCTION COMMITTEE, HELD AT THE COLONIAL OFFICE, ON WEDNESDAY, THE 12th of MAY, AT 4 P.M.

The minutes of the previous meeting, having already been circulated, were adopted.

Mr. Mackinder submitted a draft syllabus of the lectures on India, and explained the scheme of division which he had adopted. It had been found neces- sary to increase the number of lectures from six, as originally proposed, to eight.

Mr. Mackinder said that the book of lectures and the slides would be ready for sale by the end of May.

It was agreed that for the present slides should be hand-coloured.

Mr. Mackinder raised the question of procuring additional photographs by gift or purchase, and the Committee concurred in his view that it would be desirable to obtain the negatives and the copyright of all such photographs.

The question of holding an exhibition of Mr. Fisher's work was discussed. Mr. Mackinder reported the result of his enquiries with regard to the cost of securing

a suitable gallery. The total cost of the exhibition was estimated at about £150, and in view of the possibility of a loss Mr. Mackinder was asked to inform Mr. Fisher that after enquiries the Committee felt unable to undertake the respon- sibility on his behalf. It was decided to defer further consideration of the matter until after Mr. Fisher's arrival on the 29th of May.

As Mr. Mackinder stated that the Whitehall Rooms would not be available for his lecture before the Princess of Wales on Friday, the 4th of June, at 3.30. the result of enquiry made during the sitting, the Secretary was authorised to secure a room at Caxton Hall capable of accommodating 300 people, at a charge of £3 3s., and to endeavour to obtain the option of hiring the large hall if necessary.

Mr. Mackinder informed the Committee that the lecture would include an explanation of the Visual Instruction Scheme, and that specimen views of India, Canada, and the Crown Colonies in the Far East and elsewhere, would be shown on the screen. The Indian slides would be on sale.

The form of invitation to be sent to subscribers to the Princess of Wales's Fund, the Agents-General, and certain educational authorities of whom Dr. Heath would furnish a list, was decided upon.

Mr. Mackinder undertook to draft a press notice which should be sent to the educational papers as well as to those on the Colonial Office press list.

It was agreed that tickets of admission should be sent to those of the persons invited who should ask for them, and that the remainder should be issued to those who applied as a result of the notice in the press.

HER Royal Highness the Princess of Wales has consented to be present at the Caxton Hall on the 4th of June, at 3.30 p.m., when an address will be given by Mr. H. J. Mackinder descriptive of the work in various parts of the Empire which has been undertaken by the Visual Instruction Committee of the Colonial Office. Specimens of educational lantern slides will be shown which are shortly to be published for use in this country.

Application for tickets of admission may be made by letter addressed to the Secretary, Visual Instruction Committee, Colonial Office, Downing Street, S.W. Downing Street,

No. 83. PRESS NOTICE.

THE Earl of Crewe, Secretary of State for the Colonies, will preside at the meeting at Caxton Hall on Friday, the 4th of June, at 3.30, when Mr. H. J. Mackinder will deliver a lecture explaining the progress of the work of the Com- mittee on Visual Instruction. Her Royal Highness the Princess of Wales has graciously signified her intention of being present.

The Committee, of which the Earl of Meath is Chairman, was appointed by the Secretary of State for the Colonies with the object of giving to the school children of the United Kingdom a better knowledge of India and the Colonies, and of giving to the children of each Colony a better knowledge of the United Kingdom and of the other parts of the Empire.

Lectures on the mother country illustrated by lantern slides have already been With a view to providing funds for securing views of the Empire a sum of money was raised by private subscription and placed at the disposal of the Com- mittee. An artist was engaged to make a tour of the Colonies and some of the views taken by him will be shown on the screen at the meeting.
