Sir Charles Lucas informed the meeting that every facility had been promised for Mr. Fisher in Somaliland, Cyprus, Gibraltar, and Malta.
Sir Charles Lucas also reported that the Treasury had agreed to a payment to the Secretary of £25 for the year ending 31st of March, 1908, but that it was doubtful whether any further grant would be sanctioned. It was agreed that in the event of a refusal payment should be made in future from the Princess of Wales's Fund.
At the instance of Sir Charles Lucas, Mr. Mackinder raised the question of reimbursement to him of payments made by him to his Secretary, and a sum of £16 per annum was agreed upon, payable from the fund in quarterly instalments with effect from the 1st of January, 1908.
Sir Charles Lucas stated that the Princess of Wales would be prepared to attend a lecture, about the end of June, if Mr. Mackinder could arrange to exhibit a selection of slides.
Mr. Mackinder considered that in order to admit of the preparation of a good representative set of slides for this purpose, Mr. Fisher should reach England by the end of May instead of the middle of June. It would be necessary for him to defer visiting Malta and Gibraltar. Sir Charles Lucas deprecated altering the pro- gramme previously agreed upon, but after discussion it was decided that it should be left to Mr. Mackinder's discretion to instruct Mr. Fisher to return direct, after leaving Cyprus, and to reach this country by the end of May. Mr. Mackinder pointed out that in any case Malta and Gibraltar would not be included in the Indian series, but would probably form part of a separate course of lectures on coaling stations and the smaller Colonies.
The question of Mr. Fisher attending the Quebec celebration was also discussed. A meeting of the Committee was fixed for Monday, 11 May, at 4 p.m., for the special purpose of considering the steps to be taken with regard to the proposed lecture before the Princess of Wales.
Mr. Mackinder reported that Mr. Fisher had visited Quetta, and that he had been allowed to take photographs in the Khaiber on condition that the views were to be submitted to the Political Officer before being used. Messrs. Newman and Guardia had received over 700 plates, and had-delivered 280 negatives, and a large number of paintings and drawings had been sent home by Mr. Fisher. By the time Mr. Fisher arrived some 1,200 views would probably be arranged and catalogued. Some Indian photographs were exhibited, and Sir Charles Holroyd expressed his approval, and said that he would be prepared to assist in the selection of the most suitable.
In reply to Sir Charles Lucas, Mr. Mackinder said that he hoped to have lectures on India ready for issue within a year.
With regard to the Eastern Colonies Fund, he explained that his illness had delayed the preparation of the English edition, and suggested deferring issue until June. Dr. Heath concurred, and the Committee agreed.
It was decided that a draft of a press notice relating to both funds should be submitted by Mr. Mackinder at the next meeting with a view to publication at the same time as notices of the lecture in June. It was held to be advisable that, in order to avoid confusion in the public mind, the notice should deal with the whole matter as one scheme, and that the distinction between the two funds should be explained in the preface to the English edition.
The meeting adopted Sir Charles Holroyd's suggestion that in every case actual prints of the slides should be used as an index to the sets prepared.

2. With reference to paragraph 5, arrangements have been made for placing Mr. Fisher in communication with the Director of Public Instruction as soon as he arrives, and every facility will be given by the Government to further the object of his visit to these Islands.
3. As desired in paragraph 6, any photographic apparatus in Mr. Fisher's possession will be allowed to pass the Custom House without examination.
