SIR,

Downing Street, 18 February, 1908. I HAVE the honour to invite your attention to paragraph 7 of my predecessor's circular despatch of the 13th of April, 1905,* in which reference was made to the question of the preparation of illustrated lectures on the Colonies for use in the schools of the United Kingdom. I am glad to be in a position to state that the difficulty as regards the provision of funds for the necessary initial expenditure has

been overcome.

Her Royal Highness the Princess of Wales, with the assistance of a Committee of ladies, has secured by private subscription a sum of about £4,000. This amount has been placed at the disposal of the Committee on Visual Instruction sitting at this office, for the purpose of enabling them to proceed with this side of the scheme. The work of preparing the lectures has been entrusted to Mr. H. J. Mackinder, and the Committee decided to secure the services of a competent photographer artist who, acting under Mr. Mackinder's general directions, should visit India and the colonies for the purpose of obtaining photographs and sketches suitable for lantern slides. Mr. A. Hugh Fisher, a member of the Painter-Etcher Society, was selected for the post, and will be employed during the next two or three years in visiting the various parts of the Empire.

Mr. Fisher began his first tour in October last, when he sailed for Colombo. Since then he has worked in Ceylon and Burma, and is now travelling through India. He will leave Bombay on his way home about the 15th of April, and is expected to arrive in this country not later than the 15th of June.

It is hoped that Mr. Fisher will be able to visit Aden, Somaliland, Cyprus, Malta, and Gibraltar on the homeward journey. His stay in each of these places will be very short, and I shall be glad if you will give instructions that every facility may be afforded him, so that, having regard to the limited time at his disposal, he may be able to obtain a collection of pictures which will convey the best possible idea of the [(1) Protectorate] [(2) Island] [(3) and (4) Colony] in its various aspects.

Mr. Fisher has with him a quantity of valuable photographic apparatus, and with- the Committee request that, if possible, this apparatus may be allowed to pass out examination by the Customs authorities.

[To (3) and (4) only.] Mr. Fisher has been warned of the necessity for comply- ing strictly with the rules laid down by the local authorities with regard to fortifi- cations and defence works.

[To all. The letterpress which will be required in connection with the slides will probably form the subject of a communication at a later date, and the co- operation of your Government in the matter will be invited, and will, no doubt, be readily given.

Government House, Nicosia, 10 March, 1908. I HAVE the honour to acknowledge the receipt of Your Lordship's * Miscel- laneous" despatch of the 18th of February,* on the subject of the preparation of illustrated lectures on the Colonies for use in the schools of the United Kingdom.

2. The Government of Cyprus will be glad to co-operate in the work of prepar- ing the lectures, and whenever Mr. A. Hugh Fisher may be able to visit this island for the purpose of obtaining photographs and sketches suitable for lantern slides I shall see that every facility is afforded him, both with regard to the object of his visit and to the admission of his photographic apparatus. It would be convenient if Mr. Fisher could write or telegraph from Egypt the probable date of his arrival

here.

The High Commissioner wishes to be informed of the probable date of his arrival, and I should be glad if you would write to Fisher and ask him to write or telegraph this information to Cyprus from the most convenient point.
