Coast Government was far from satisfactory, as you will gather from the corres- pondence* of which a copy is enclosed. I am surprised that the Colonial Secretary of the Gold Coast was not able to place this information at your disposal when enquiry was made of him as to Mr. Barnes's services. I have to request that Mr. Barnes's appointment under your Government may be terminated after a month's notice, or in such other way as you may deem desirable.
3. I regret to say that I have not yet been able to obtain a European Instructor for the school. The matter is engaging attention, and in the meantime I should be glad to be furnished with a report on the present position and progress of the school.

I HAVE the honour to acknowledge the receipt of your despatch, No. 334, of the 13th July, 1908,* with enclosures, on the subject of the scales of the maps produced by the Survey Department.
2. The matter has been referred to the Colonial Survey Committee for their opinion, and Major Hills and Major Smith have been consulted.
3. The following instructions, which are to be strictly adhered to, should be issued for the guidance of the Director of Surveys:—

SIR,
(a) In view of the fact that there is a general agreement that the scale 1:10,000 is unnecessarily large for cadastral plans in East Africa, the scale 1:20,000 should be substituted for it.
Cadastral plans of a systematic series should be drawn on this latter scale in manuscript.
The question as to whether any particular sheet or sheets should be printed and published will depend on the probable demand, and should be decided locally.
(b) General property maps on the scale of 1:62,500 in systematic sheets, 15 minutes square, should be prepared. The cadastro-topographical surveys will, where required, take the place of the topographical surveys on the 1:125,000 and 1:250,000 scales, and should, there- fore, be complete as regards hill features and topographical details. (c) Reductions from the 1:62,500 cadastro-topographical sheets will be used to fill in areas not surveyed on the 1:125,000 and 1:250,000 scales. No area is to be topographically surveyed twice over.
(d) All deed plans are to be plotted on a uniform scale of 1:20,000 except in those cases in which, on account of the small size of the farm or plot, a larger scale is necessary.
(e) The scale of 1:2,500 for the cadastral maps of the townships of Nairobi, Mombasa, Kisumu, and of the station of Kericho and similar areas, is to be adhered to.

Downing Street, 3 September, 1908. WITH reference to my despatch, No. 85, of the 7th August,‡ I have the honour to inform you that I have selected Captain C. H. Ley, who has recently been employed upon the geodetic triangulation of South Africa, to take charge of the The remuneration suggested in your proposed trigonometrical survey of Fiji. despatch is somewhat low for an officer of Captain Ley's attainments and experience, and I have approved of a salary of £400 per annum in addition to consolidated travelling allowance of £75 per annum. Captain Ley will also be granted an outfit allowance of £50.
2. As Captain Ley's assistant I have selected Mr. T. Rimmer at a salary of £250 per annum in addition to a consolidated travelling allowance of £75 per annum and an outfit allowance of £30. Captain Ley and Mr. Rimmer will leave England by the steamship sailing on the 23rd September.
3. I consider that Captain Ley should be left in entire charge of the triangula- tion; that he should not be under the orders of the Commissioner of Lands, but should report to the Colonial Secretary. It is, of course, very essential that the Commissioner of Lands and Captain Ley should work in harmony and assist each other. Captain Ley should, whilst addressing his reports to the Colonial Secretary, send copies of these reports to the Commissioner of Lands.
4. I approve of the views of the Commissioner of Lands, quoted by you in your despatch of the 25th May,§ and I am advised that generally the procedure outlined
