The services of Messrs. Thornhill and Woodhouse, the loan of which you request from the Ceylon Government for the purpose of taking charge of the work, cannot at present be spared by that Government, but a further despatch on the subject will be addressed to you as soon as practicable.

MEETING OF COLONIAL SURVEY COMMITTEE, HELD AT THE COLONIAL OFFICE ON TUESDAY, THE 18TH OF AUGUST, 1908.

(1.) A despatch* from the Governor of Fiji regarding a proposed trigono- metrical survey of the Colony was considered, and it was decided that the first step to be taken was to find a suitable Director of the Survey. Major Close was deputed to sound Captain Ley, late of the Royal Engineers, and, failing him, Mr. McCaw, now employed on the measurement of the 30th meridian in Uganda.
(2.) The Committee considered a despatch‡ from the Governor of the East Africa Protectorate regarding a proposed change in the scale for cadastral maps for the Protectorate. Major Close undertook to draft a reply,§ which is attached to the Governor's despatch (Gov./28238).
(3.) The Committee then considered a despatch|| from the Governor of the East Africa Protectorate submitting a new form of Agreement for certain officials. The form was concurred in, subject to the omission of the words "and the Director of Surveys should have power to fine up to £2 for misconduct or had work."
(4.) It was decided to send a reminder as to the amount of work expected from the Director of Surveys in Southern Nigeria at the end of the year of grace which has been allowed him, and to ask for a statement of present state of survey.
(5.) With regard to the Survey School for natives at Lagos, the Committee agreed that Mr. Barnes should be got rid of. They have doubts as to whether the school will be run on proper lines so long as Mr. Cotton is Director of Surveys, and they suggest that the Governor should be asked to state how matters stand generally,
(6.) The question of the Survey of Zanzibar was considered, and it was

I AM directed by the Secretary of State for the Colonies to transmit to you, for your information, the accompanying copy of the draft agreement which it has been decided to adopt in connection with the appointment of temporary officials in the Survey Department of the East Africa Protectorate, and to request that you will engage the temporary survey officials for the Protectorate in future on agree- ments in accordance with the enclosed draft.
2. The Governor of the Uganda Protectorate has been asked whether he wishes the temporary survey officials for that Protectorate to be engaged on similar agreements.
