Forwards report by the Director of Surveys explaining delay in furnish- ing maps, and enquires whether later instalments should be sent from time to time, or whether Mr. Cotton should take home the entire balance at the close of his tour in November.

Transmits, with reference to No. 59, copy of a despatch from His Majesty's Minister at Brussels, enclosing copy of his communication to the Govern- ment of the Congo State, and asking for instructions with regard to the expense to be borne by that Govern- ment, and enquires what answer should be returned.

Forwards copy of a letter from the Chief Surveyor with regard to Major Hilla's report on the reorganisation of the Survey Department, and sng- gests the advisability of consulting the Commissioner in London on the matter.

Transmits copy of No. 53, and observes that the reductions which it has been found necessary to make in the estimates will involve the modifica. tions indicated in the distribution of the staff recommended by Major Smith.

Transmits copies of Nos. 42, 44, and 52, and suggests that in orderto avoid com. plications, the Governor of the Congo, Free State should be made acquainted with the course of action proposed. Approves the special vote referred to in No. 56 for native surveyors and draughtsmen.

States that two reports have been received from Major Hills upon the Survey Department, and that it is pro- posed to await the observations of the Ceylon Government upon them; steps are being taken to select three Assistant Superintendents of Surveys.

Transmits, with explanatory remarks, in reply to No. 52, a detailed estimate of the additional expense involved: suggests that the Societies concerned need not be called upon for their share of the payment until after the current year.
