2. In accordance with the wish contained in the sixteenth paragraph of the above-quoted despatch, I have this day transmitted to Your Lordship the following telegraphic despatch :-
Referring to your Circular despatch of July 31st,* St. Helena anxious to
contribute but see my despatch, No. 56, of 1903."†
3. In my despatch quotedt I stated that I was afraid that any help this Colony might afford to support the Imperial Institute would not be of a financial nature. What applied in 1903 is even more applicable to the present state of the Colony's finances. At the same time I very much regret I am not in a position to recommend that St. Helena should contribute towards the object under discussion, especially considering the very valuable co-operation now being rendered by Professor Dunstan in his efforts to assist this Government in establishing an industry in the Colony. I fully recognise the importance there is for every Colony to do its utmost to support Your Lordship in the efforts you are making to construct a scientific organization for the commercial and industrial development of the Empire. Your Lordship, however, is fully aware how hopeless it is for St. Helena at the present time to attempt to take a practical part in any scheme that involves the spending of money.

scheme for providing funds to carry on a Scientific and Technical Department of the Imperial Institute, I have the honour to report that the East Africa Protectorate already contributes £50 per annum towards the funds of the Institute.
2. This was first of all recommended in Sir C. Eliot's No. 85 of February 9th, 1904, and again in Mr. Jackson's No. 529 of October 3rd last. The amount was inserted in the current year's draft estimates, and sanctioned by Your Lordship.

Government House, Singapore, September 27, 1906. I HAVE the honour to confirm my telegram to your Lordship of this date in the following words:-
"Referring to your circular despatch of 31st July, Straits Settlements and Federated Malay States guarantee £450 per annum for three years."
2. £150 of this amount is guaranteed by the Colony and the balance by the Federated Malay States, and I shall be glad if the Crown Agents may be instructed to make the necessary payments accordingly.

WITH reference to my telegram of the 1st instant, § and to your Lordship's circular despatch of the 31st July,‡ on the subject of Colonial contributions to the Imperial Institute, I have the honour to report that this subject was discussed at a meeting of the Legislative Council, held on the 1st instant, when the despatch in question was carefully considered.
