3. I enclose, for your Lordship's information, a copy of an extract from the Minutes of the Meeting of Council recording the resolution, the amendment, and the division taken upon the latter.

EXTRACT from the Minutes of a Meeting of the Legislative Council on the 10th September, 1906.

The Acting Colonial Secretary moved the following resolution as amended:-

"That with reference to the Secretary of State's circular despatch of the 31st July, 1906 (Council Paper, No. 112, of 1906), this Council approves the expenditure of a sum not exceeding £250 per annum for a term of five years, being the amount of the contribution from this Colony towards the expenses in connection with the development and extension of the important work carried on by the Scientific and Technical Department of the Imperial Institute."

Seconded by the Director of Public Works.

Mr. Fenwick moved as an amendment that the amount of the contribution from this Colony be placed at the sum of £100 per annum for a term of five years.

Seconded by Mr. Adam Smith.

The amendment was put to the vote and carried, the Council dividing as follows:-

despatch of the 31st of July last, informing me of the arrangements to be made for the future working of the Imperial Institute and of the financial support that will be required from the Government of India and the British Colonies and Protectorates to enable them to be carried out.

2. I laid this despatch before the Executive Committee, where, it is perhaps unnecessary for me to say, the representations made in it and in the previous corre- spondence on the subject received a very deliberate and respectful consideration. But the majority of the Committee were of opinion that this Colony could not expect to reap any material advantage from the work of the Institute, and were opposed to a grant being made to it from the Colonial Treasury; while the other Members, who concurred with me in considering it desirable that the Colony should participate in an imperial measure of such importance, were convinced that it was impossible to hope that the House of Assembly would vote any contribution towards the expendi- ture to be incurred.

3. In these circumstances I was compelled, in obedience to the instructions contained in paragraph 16 of your despatch,* to inform Your Lordship by my telegram of the 12th instant, † that there was no prospect of any contribution being made by this Colony.
