4. Operations near Sonkwala, Southern Nigeria, 1908.
The Council considered a despatch, dated the 12th February, 1909, from the Officer Administering the Government of Southern Nigeria, enclosing a report on fighting which took place near Sonkwala in December 1908 between the troops escorting the Anglo-German Boundary Commission and the natives.
It was decided to recommend that the despatch and the reports enclosed in it should be published in the "Gazette," and that the Africa General Service Medal, with the clasp of the year, should be granted to those who took part in the operations, including the German troops engaged.
It was further decided to recommend Colour-Sergeant W. King, Royal Highlanders, 1st Battalion, Southern Nigeria Regiment, for the Distinguished Conduct Medal, and the following native soldiers of the Southern Nigeria Regiment for the West African Frontier Force Distinguished Conduct Medal :—

1. The Dakka-n-kerri Operations, Northern Nigeria, 1908.
THE Council had before them a letter, dated the 15th June, 1909, written by Sir Percy Girouard, as Governor of Northern Nigeria, requesting reconsideration of the decision that these operations were not of sufficient importance to warrant the publi- cation of the despatch relating to them in the "Gazette' or the grant of a medal. After careful consideration of the representations made in the letter, the Council came to the conclusion that no new material fact had been adduced, and that there was no ground for reversing the decision.
2. Minor Operations in Northern Nigeria in 1908.
The Council considered a despatch, dated the 12th May, 1909, from the Officer Administering the Government of Northern Nigeria relating to these operations. It was decided that the operations were not of sufficient importance to warrant the publication of the despatch in the "Gazette" or the grant of a medal.
3. Operations in Southern Nigeria during the Dry Season 1908-9.
A despatch, dated the 11th September, 1909, from the Governor of Southern Nigeria reporting on these operations was considered by the Council.
Taking into consideration the fact that similar operations during the previous dry season had not been thought deserving of a medal or of the publication of despatches, the Council decided that they could not recommend either the publication of the despatch or the grant of a medal in the present instance.
It was decided, however, to recommend that the following native soldiers of the Southern Nigeria Regiment should be granted the West African Frontier Force Distinguished Conduct Medal :-

1. The services of Captain F. U. Carr, Army Veterinary Department, during the
Satiri Operations in Northern Nigeria in 1906.
THE Council had before them a despatch dated the 29th December, 1908, from the Governor of Northern Nigeria, bringing to notice the work done by Captain Carr during the Satiru operations, and explaining how his name came to be omitted from the list of those mentioned for good services in the despatches relating to the operations. The Council decided that no good ground had been shown for making any addition in the shape of a mention of Captain Carr's name to the despatches already published, or for granting any other reward.
2. Operations in Southern Nigeria during the Dry Season, 1908–9. The Council considered a despatch, dated the 18th February, 1910, from the Governor of Southern Nigeria, recommending certain officers and a non-commissioned officer for rewards in connection with these operations. The Governor's recommendation involved, as a condition precedent, that the Council should reconsider the decision taken at their 22nd meeting that they could not recommend either the publication of the despatches relating to these operations in the "Gazette
