THE Council decided that, whenever the grant of a clasp was recommended, it should be understood that the clasp should bear only one date, namely, that of the year in which the operation in respect of which it was granted began, and in the case of reinforcements the date of the year in which the reinforcements were dispatched to join the main force. It was also decided that the clasp should bear the inscription "West Africa" or "East Africa," according to the scene of the operations.
The following Colonial Office cases were considered :---
1. Minor Operations in Northern Nigeria in 1906.
A despatch, dated the 15th February, 1907, from the Acting High Commissioner of Northern Nigeria, reporting on these operations, was considered by the Council. The operations were not deemed of sufficient importance to warrant the Council in recommending that the despatch should be published in the "Gazette" or that a medal should be granted. It was decided that a copy of the despatch should be

communicated to the War Office in order that the services of the officers mentioned-in it might be noted in their confidential reports at the War Office. It was also decided
to recommend the following native soldiers for the West African Frontier Force Distinguished Conduct Medal :-
No. 323, Private Nomad Bamba,
No. 4178, Private Katon,
No. 3626, Private Danan,
of the Northern Nigeria Regiment.
2. Minor Expeditions in East Africa from 1902–6.
A despatch, dated the 17th April, 1907, from the Acting Commissioner of the Protectorate, enclosing reports on the operations in question, was considered by the Council. It was decided to recommend that an abbreviated version of the despatch and its enclosures should be published in the "Gazette," and that a medal should be granted for each of the operations in question, with the clasp "1901-1903" (already given for expeditions in those years) for the Maruka patrol, and with the clasp of the appropriate year for the remaining expeditions, namely, the Traini patrol, the Sotik expedition, the Kisii patrol, and the operations in Embo.
Of the officers named in the despatch, it was decided to recommend-- Brevet-Major L. 11. R. Pope-Hennessy, Oxford Light Infantry and King's African Rifles; and
Lieutenant F. W. O. Maycock, the Suffolk Regiment, for the D.S.O.
3. Minor Expeditions in Southern Nigeria, June 1906 to March 1907.
A despatch, dated the 13th May, 1907, from the Governor of Southern Nigeria, enclosing a Report on the various operations, was considered. It was decided to recommend that the despatch and that part of the Report relating to the Owa Column should be published in the "Gazette," and that a medal with the clasp of the year 1906 should be granted for the operations undertaken by that column. It was further decided to recommend—
Captain W. C. E. Rudkin, Royal Artillery and Southern Nigeria Regiment,
for the D.S.O.;
and the following native soldiers of the Southern Nigeria Regiment for the West African Frontier Force Distinguished Conduct Medal :-
No. 2313, Company Sergeant-Major Alien Tarfah.
No. 144, Sergeant Awudu Birini Kanu.
No. 1569, Corporal Fajenyo.
The other operations were not considered of sufficient importance to warrant the publication of the reports relating to them in the “Gazette or the grant of a medal.
4. The Nandi Expedition.
The Council considered a memorandum by the Inspector-General of the King's African Rifles, suggesting the extension of Army Order 277 of 1906 in such a way as to make the Inspector-General and his staff officer eligible for the medal and clasp granted for the Nandi Expedition. The Council decided that they could not recommend the suggested extension of the Order.
5. Chibuk Expedition (Northern Nigeria), 1906–7.
Despatches from the Acting High Commissioner, dated the 27th March and the 5th June, 1907, enclosing reports on the lifferent stages of the expedition, were considered by the Council. It was decided to recommend that the two despatches and the reports by the Acting Commandant of the Northern Nigeria Regiment should be
