385. The duties which Superintendents of Mercantile Marine are required to perform in respect to Merchant Seamen are detailed in their Instructions. The principal point which requires the attention of the Governor, is the necessity for the Home Government being furnished with the Board of Trade Return, CC 21, by each mail. This Return materially assists in tracing the whereabouts of Naval Volunteers who have left their Ships; it also enables the Home Govern- ment to obtain from Shipowners repayment of expenses incurred in relieving seamen who have been left behind sick, and payment of the Wages of Crews where ships are lost with all papers.
