LAW OFFICERS to COLONIAL OFFICE.
Temple, 25th May 1880. We were honoured with the Honourable Edward Wingfield's letter of the 13th instant, stating that he was directed by your Lordship to request that we would be good enough to take into consideration the accompanying papers which were submitted to the late Law Officers, and returned by them without report. That your Lordship would be glad if you could be furnished with our opinion at an early date.
In compliance with the request contained in the Honourable Edward Wingfield's letter we have the honour to

Report
1. We are of opinion that in order to place a clergyman appointed to a vacant benefice in Bermuda effectually in possession of it, it will be sufficient that the Governor should be authorized or instructed to collate him to the vacant benefice in accordance with the practice subsisting until 1831, and that he should collate him accordingly.
2. We are further of opinion that instructions conveyed to the Governor by despatch from the Secretary of State will be a sufficient delegation of Her Majesty's power to collate, having regard to the concluding words of the 1st article of the Letters Patent of the 8th August 1877.
