MY LORD,

WE were honoured with your Lordship's commands, signified in Mr. Bramston's

Temple, 24th May 1880. letter of the 7th May instant, stating that he was directed by your Lordship to request 16th A¡ril that we would be good enough to take into consideration the accompanying papers 1880. which were submitted to the late Law Officers, and returned by them without report.

In obedience to your Lordship's commands we have the honour to

That we gather that the intention is that the annexation shall not be completed until the special code has been submitted for Her Majesty's approval and approved

by her.

As drawn it would be competent for the Governor to annex as soon as the local Legislature had passed an Act providing for the framing of a code. We have altered the draft accordingly, and as altered approve of the same.
