We are honoured with your Lordship's commands, signified in Mr. Herbert's
Temple, 22nd January 1878. letter of the 17th instant, stating that with reference to our report of the 3rd of February 1877, on the subject of the Bill passed by the legislature of Western Australia in 1876, entitled "An Act to legalize the Marriage of a Man with the Sister of his deceased Wife," which had been reserved by the late Governor of the Colony for the signification of Her Majesty's pleasure, he was directed by your Lordship to transmit to us an amended Bill, bearing the same title, which had also been reserved by Sir William Robinson; and that he (Mr. Herbert) was to request that we would signify to your Lordship our opinion whether the present Bill might properly be submitted for Her Majesty's assent.
In obedience to your Lordship's commands, we have taken the above papers into our consideration, and have the honour to
