(NEWFOUNDLAND.)

LAW OFFICERS to FOREIGN OFFICE.

MY LORD,

We are honoured with your Lordship's commands signified in Viscount Enfield's

Temple, January 17, 1872. letter of the 9th instant, stating that he was directed by your Lordship to transmit to us a letter from the Colonial Office, enclosing a copy of a Despatch from the Governor of Newfoundland, together with a letter from the Commander of Her Majesty's Ship "Danao" containing a series of questions with reference to the French rights of fishing on the coasts of Newfoundland.

That the Secretary of State for the Colonies, as we would perceive, was desirous of ascertaining your Lordship's opinion as to the answers which Governor Hill proposed to return to Captain Brown's questions, to some of which your Lordship suggested certain modifications.

That special reference was made in the Colonial Office letter to the Report of the Law Officers of the Crown of the 24th of March 1859 (which we found in the manu- script volume annexed) and to various other documents bearing upon the particular points in question, contained in the four series of the printed papers annexed.

And that he (Viscount Enfield) was to request that we would take the correspondence into our early consideration and favour your Lordship with our opinion upon the several matters adverted to in the Colonial Office letter.

In obedience to your Lordship's commands we have taken the whole of the correspondence into consideration, and have the honour to

Report

That your Lordship may, in our opinion, properly concur in the answers which Governor Hill proposes to return to the questions submitted to him by Captain Brown of Her Majesty's ship "Danae" subject to the notifications suggested by the Earl of Kimberley in the respective answers to the fourth, fifth, and sixth questions.

The Earl Granville, K.G.
