MY LORD,

Temple, February 8, 1870. We are honoured with your Lordship's commands, signified in Sir F. Rogers' letter of the 4th instant, stating that he was directed to transmit to us a copy of a Despatch, with its enclosures, from the Governor of the Bahamas, reporting the seizure and detention at Nassau of two schooners for an alleged breach of the Foreign Enlistment Act, and to request that we would furnish your Lordship with our opinion on the course which should be pursued with reference to this case before the departure of the Bahamas mail of the 10th instant.

That there are undoubtedly some difficulties attending the case of each vessel, to which the Colonial Attorney General appears by no means insensible. On the whole, however, we think that the course which he advises is, under the circumstances, proper.
