Foreign Office, February 5, 1870. WITH reference to your letter of the 7th instant, I am directed by the Earl of Clarendon to transmit to you, for the information of Earl Granville, the accompanying copy of a letter which, after a further reference to the Law Officers of the Crown, Lord Clarendon has addressed to General Salomons upon the subject of his claim for compensation on account of his arrest and expulsion from Jamaica in 1865.

The EARL OF CLARENDON to GENERAL SALOMONS.

Foreign Office, February 4, 1870. WITH reference to your letter of the 24th ultimo, I have the honour to acquaint you that Her Majesty's Government have carefully considered your letter of the 15th of December, in which you informed me that you had received the orders of your Government to press officially on Her Majesty's Government your claim for compensa- tion on account of your arrest and expulsion from the Island of Jamaica during the disturbances which took place there in the year 1865.

I now beg to state to you that as you were resident in Jamaica by your own choice as a private individual the Government of Hayti is entitled to claim for you the saine rights as belong to British subjects residing in that island, viz., recourse to the courts of justice for the redress of any injuries they may have sustained; but the Haytian Government is not entitled to claim for you a right beyond that possessed by British subjects, namely, that of demanding compensation from Her Majesty's Government.

I have at the same time the honour to add that if access to our courts were denied to you, or if they did you manifest injustice, a claim against Her Majesty's Government might possibly arise, but not until then.
