MY LORD,

Temple, April 7, 1868. Ws are honoured with your Lordship's commands, signified in Mr. Hammond's letter of the 25th of March ultimo, stating that he was directed by your Lordship to transmit to us a letter which you had received from the Secretary of State for the Colonies, forwarding copies of a correspondence which had passed between the Governor General of Canada and Her Majesty's Legation at Washington, in regard to a demand made by the United States Government for the extradition from Canada of a man named Freeman B. Smith, who is charged with forgery, and to request that we would take these papers into our consideration and favour your Lordship with our opinion as to whether the conclusion arrived at by the Governor General of Canada on this case was right and proper.

In obedience to your Lordship's commands we have taken these papers into our consideration, and have the honour to

That we are of opinion that the conclusion arrived at by the Governor General of Canada on this case was right and proper, the offence with which Freeman B. Smith was charged not being forgery within the meaning of the Extradition Treaty.
