We also doubt whether a longer time than three months ought not, in the case of a foreign owner, to be allowed for bringing in claims to vessels seized. We should advise that the consideration of these points might be recommended to the Colonial authorities with a view to the amendment of their Acts in these particulars, unless there should appear to be preponderating reasons to the contrary.

QUEEN'S ADVOCATE to FOREIGN OFFICE.
Doctors' Commons, March 16, 1866. I AM honoured with your Lordship's commands, signified in Mr. Layard's letter of the 12th instant, stating that with reference to my Report of the 12th* ultimo he was directed by your Lordship to transmit to me, together with the former papers, a further letter from the Colonial Office enclosing two Acts of the Bahamas Legislature bearing upon the subject of the liability of the Governor of the Bahamas to be called upon to assist in arresting deserters from United States ships of war; and Mr. Layard was to request that I would again take this subject into consideration and furnish your Lordship with my opinion thereupon.
In obedience to your Lordship's commands, I have again considered this matter, and have the honour to further

The former is less That I have now perused the Bahamas Acts of 1833 and 1865. Carefully worded than the latter, which purports to be a continuing Act, and contains the word "Merchant." I think both related to merchant vessels only; and I adhere
to the opinion which I have had the honour to express.
