LAW OFFICERS to FOREIGN OFFICE.

Lincoln's Inn, April 25, 1865. MY LORD,

We are honoured with your Lordship's commands, signified in Mr. Murray's letter of the 18th instant, stating that he was directed by your Lordship to transmit to us a letter from the Colonial Office and its enclosures, containing an account of the proceedings arising out of the wreck of the United States ship "San Jacinto," off Abaco Island; and to request that we would take the same into our consideration, and favour your Lordship with our opinion as to the definition of British waters given in Governor Rawson's Circular of the 27th of February, together with any other observations which a perusal of the papers might suggest to us.

In obedience to your Lordship's commands we have taken these papers into our consideration, and have the honour to

That we are of opinion that the circular of Governor Rawson is proper and in accordance with the principles of law applicable to the subject, and that his definition of the limits of Her Majesty's territory is substantially correct.

That we think that it would be expedient to grant the discretionary power which he desires to be conferred on the principal officers in the out islands, with respect to per- mitting the anchorage of belligerent vessels in British waters, for the purpose of assisting other vessels of the same character which may have been wrecked.

That the course pursued by his Excellency towards the "San Jacinto" and the United States officers appears to us to have been in every respect judicious and proper.
