Forwards copy of a despatch from Sir E. Batow enclosing a memorandum left with the Assistant Minister for Foreign Affairs, who promised to fix a day for the discussion of the matter.
Acknowledgee receipt of No. 110; states that they will be prepared to advance £1,100,000 to the Government of Hong Kong, and suggest a first instal- ment of £500,000 should be advanced on August 2nd: requests that legisla- tion may be passed at an early date.
Transmits copy of a letter from the British and Chinese Corporation Huggesting that Mr. Ross might re- turn to Shanghal, and of a telegram from Bir E. Satow expressing opinion that he should remain in Peking.
