Statem that the revised draft of Clause 9 of the Working Agreement will be forwarded to the Governor, Hong Kong, with an intimation that there is no objection to it.

Confirms and expands No. 79 respec- ting the alleged intention of the Americans to obtain a deep-water port in the neighbourhood of Whama.

Acknowledges receipt of No. 82 and calls attention to No. 79, and suggests that British interests could best he safeguarded by obtaining the assent of the Chinese Government to the proposed arrangements for the Cantoti- Kowloon Railway as soon as possible.
