Acknowledges receipt of No. 63, and states that His Majesty's Minister at Peking has been requested to comply with the wishes expressed. Requesta copies of the official and unofficial correspondence for transmission to

Observes that the Secretary of State is disposed to think that the schedul- ing of an outline specification is un- necemery, but he has referred the matter to the Governor the spirit of the Agreement must be observed on both sides as regards the character of the line.

Transmits copies of No. 67 and 70, and suggests that the scheduling of an outline specification is unnecessary, but leaves the matter to his discretion.

States that No. 70 is perfectly clear and that there is perfect accord as to the character of the line to be constructed.

Forwards copy of correspondence with Sir J. Wolfe Barry and Partners as to their acceptance of the duties of Consulting Engineers and the cost of the detailed survey.

States that probable cost of surveying both routes is £6,025 and time required one year; considers nati- mate reasonable and enquires if the Crown Agents should be instructed to accept it.
