Downing Street, April 11, 1902. I HAVE the honour to acknowledge the receipt of your despatch, No. 89, of the 28th February last, and to inform you that I approve the transfer of Mr. R. D. Hudson from Malacca to the Negri Sembilan as Forest Officer, with salary at the rate of £360 a year.

2. I have to point out that in the scheme for sterling salaries for the Federated Malay States Service, which you have submitted in another despatch,† no provision is made for this post, nor for any other Forest or Botanical appointments, except the two officers at the experimental plantations, and the Government Gardens, Perak. I shall be glad if you will state, at your convenience, what are your proposals for the other officers of this Department in the Federated Malay States.

*To obtain this maximum I take the average service of a Police Inspector as 15 years, and allow him three quinquennial increments of £15.

REMARKS.

1. The minimum cost of this sterling scheme is £113,892, a decrease of $11,327, or one per cent. on the present cost.

2. The maximum cost is £140,982, an increase of $259,573, or 22.6 per cent. on present cost.

3. As it is equally likely an officer will be drawing the maximum, minimum, or any one of the intermediate values of the salary of his appointment, the probable cost of the scheme the average of the above maximum and minimum, that is, £127,437, that is an increase of $124,123, or 10.8 per cent. on the present cost.

4. In the above calculations I have computed the compensation for each officer

as the actual amount drawn by him (either double, single, or none at all), according to this year's estimates.

5. In the appointments shown in the list as "New Appointments," I have inserted as present salary the amounts shown in this year's estimates.

Government House, Singapore, March 13, 1902.

I HAVE the honour to acknowledge the receipt of your despatch, No. 382, of the 13th December last, in which you lay down definite rules as to how far the value of free quarters may be counted for pension purposes.

2. I have accordingly directed that the Pension Regulations of this Colony should be amended, so as to give effect to these instructions, and now submit, for your approval, copies of the proposed additional clauses.

3. Section 4 (2) provides for the case of all officers placed on the pensionable establishment, whether on promotion or first appointment, and whether they have or have not previously been on that establishment. Section 4 (3) has been inserted to meet the case of officers who receive periodic increments, and is designed to place such officers on practically the same footing as regards pension with others, and to carry out the general principle that pension is granted only op salary or personal allowances equivalent to salary.
