7. As regards new appointments, I desire to repeat what was said in paragraph 7 of my despatch No. 341 of the 1st November last.* If an officer who was in the service on the 1st August last, and has not elected to come under the sterling scheme, is appointed to a newly-created post, the salary of that post should be fixed in dollars for so long as he continues to hold it. The circumstances to be taken into consideration in fixing the dollar salary, in such a case, will be precisely those which would be taken into consideration if the sterling salaries scheme had never been thought of.
8. I telegraphed to you on the 8th instant,t stating that the answer to para- graph 2 of your despatch, No. 49, was in the affirmative, and referring to paragraphs 4 and 7 of my despatch, No. 341, of 1st November last.*
9. I shall address you in a further despatch in regard to the other points raised in your despatches on the sterling scheme and connected questions.
I have, &c.,
J. CHAMBERLAIN.

it is impossible to make anything like an accurate estimate of the cost of introducing the scheme when it is not known which of the officers will be permitted to avail themselves of it or who would be prepared to accept such an offer, if it were made to them.
I have, &c.,
