Observes that the Secretary of State cannot sanction the re-introduction of any system involving the com- pulsory examination of women or the registration of brothels, but suggests other remedial measures.

Wishes it to be understood that there is no intention of allowing the repealed Ordinances to be held out as the only remedy, or the fact that they have not been renewed to be pleaded as an excuse for not taking active measures in other directions.

Submits, with comments, various proposals made by influential Chinese resi- dents and the Municipal body of Singapore for checking the spread of disease: proposes to pass law authorising the closing of any brothel.
