Observes that the Secretary of State cannot sanction the re-introduction of any system involving the com- pulsory examination of women or the registration of brothels, but suggests other remedial measures.
Wishes it to be understood that there is no intention of allowing the repealed Ordinances to be held out as the only remedy, or the fact that they have not been renewed to be pleaded as an excuse for not taking active measures in other directions.
Submits, with comments, various proposals made by influential Chinese resi- dents and the Municipal body of Singapore for checking the spread of disease: proposes to pass law authorising the closing of any brothel.

Refers to No. 28 for the Secretary of State's deci- sion: considers that the Native States' law should not be amended until experience has been gained of the working of the amended law in the Colony.
Acknowledges No. 30, and refers to Nos. 28 and 33.
Is not satisfied that there is sufficient reason for intro- ducing the Ordinance sub- mitted in No. 26: the power of closing brothels under Ordinance 5 of 1889 should be exercised in all cases where they are sus pected, of being special centres of disease.
