RHC.O. 882

Feb. 18

June 13

Sept. 8 (Received Oct. 4).

Calls attention to the increase of venereal disease in the Straits, and suggests the re-enactment of the Conta- gious Diseases Ordinances.

Cannot sanction re-introduc- tion of system of com- pulsory examination of women or registration; but suggests measures for checking the spread of disease and the increase of brothels.

Transmita copy of a letter to the General Officer Com- manding in Ceylon as to the question of taking special steps for dealing with venereal disease, and asks that the Governor may be informed in order that he may co-operate with the General Officer Command- ing in the measures sug- gested.

Points out, in reply to No. 21, that any legislation in Ceylon on the lines of the new Cantonment Rules in India could only be applied to military towns, and states that no special legis- lation had hitherto been contemplated, as the re- turns show that the disease has not increased.

Transmita copy of Nos. 20, 21, and 22, together with C. 8401 and 0.8538; in not, aware that any necessity exists in Ceylon for similar legislation to that suggested in Hong Kong and the Straits for checking the spread of venereal disease.

Transmits, with

Report of Committee ap- pointed to consider as to the measures to be adopted for checking the spread of venereal disease.

Transmita, with remarks, a representation from the Resident Coneral of the Federated Malay States, urging the desirability of ameliorating the wretched condition of the Chinese public prostitutes in the States.
