Head 32: Registrar of Patents,

177. I concur in the proposals under this Head except as regards the clerks, in whose case the Commission was evidently unaware that provision had been made in the salaries scheme of 1912 (Sessional Paper XXXV of 1912, page 239) for the creation of a merit post on Rs. 1,860-120-2,700. This was not shown in the current Estimates as such a post has not yet been created. The provision should, however, be continued, and I therefore. recommend that the scales for the clerks in this Depart- ment be laid down as follows:-

Class II-Rs. 900-120-2,820, with halts of 2 years on Rs. 1,500 and Rs. 2,100. Efficiency Bars before Rs. 1,620 and Rs. 2,220. (Same as Class II of the General Clerical Service, as at present.)

Class I (1 post)-Rs. 2,920-120-4,000. (Same as Class I of the Railway Clerical

Service as at present.) (Efficiency Bar before Rs. 3.520.)

Head 34; Railway Department.

178. The salaries proposed by the Commission appear to do substantial justice to the claims of this Department. There are, however, one or two minor points which would seem to require amendment.

Office Assistant.

179. The salary of this post has been in the past the subject of much discussion. It was finally decided that for purposes of salary it should be graded with the Deputies and Assistants of the Railway Sub-Departments. For the latter group the Salaries Commission have recommended a scale of £900-40-1,100. For the post of Office Assistant the salary proposed by the Commission is £850-40-850. The position is complicated by the creation of a new post of "Deputy General Manager." This post, I would observe, though already approved by you, has not yet been filled owing to the need for retrenchment, but when filled it will completely alter the nature of the post of Office Assistant. The post of Office Assistant should then become a minor staff appointment with a salary of £420-30-570, and it should be possible to fill it locally. Until the Deputy Manager has been appointed, and for some time thereafter, it will, however, be necessary to retain the present Office Assistant, and it would be necessary to grant him while retained in the post the salary of the Deputies and Assistants Grade in the Traffic Department. In the case of the Traffic Department I have recommended that the scale proposed for the Deputy and Assist- ants by the Commission be altered to £780-40-1,100. I would recommend that the present Office Assistant, Mr. Orkney, be placed personally on that scale. The whole position of this officer will be reconsidered when the post of Deputy General Manager comes into existence.

Clerk of Works.

180. This officer at present has the same maximum salary as the Clerk of Works, Public Works Department. I would recommend that this position be main- tained by making his salary £320-16-480 instead of £320-16-400, as the Commission

propose.

Chief Telegraph Inspector.

181. The present salary is the same as that of the Telephone Foreman, Post and Telegraph Department. Under the Commission's proposals his maximum will be £50 less than that of the latter. I would recommend that his maximum be raised to £600 by two further increments of £25.

Temporary Assistant Accountantş.

182. These officers are on a five years' agreement. Their present salary scale is £500-25-600, which admits of their reaching their maximum within the term of their agreement. The scale proposed by the Commission is £650-30-800. Accountant could not reach the maximum of this scale until his sixth year of service. The The present maximum of the Deputy Chief Accountant is the same as that of the temporary Assistant Accountants. I suggest that the latter should be granted a minimum of £680, which is proposed by the Commission for the Deputy Chief Accountant. Their scale would then be £680-30-800.

Deputy Traffic Managers and Assistant Traffic Managers. 183. The Salaries Commission have fixed the salary of District Traffic Superin- tendents at £450-30-720, and of Deputy and Assistant Traffic Managers at £900-40- 1,100. It will be seen that the District Traffic Superintendents have been placed on

a lower scale than the corresponding classes in the Engineering and Locomotive Engineering Branches. There are no doubt good reasons for this, and the same reasons would seem to hold good for the higher classes of Deputy and Assistant Traffic Managers, but the Commission have left a gap between £720 and £900, and have placed the higher classes in all three Branches on the scale £900-1,100. should prefer to bridge the gap by making the scale for Deputy and Assistant Traffic Managers £780-40-1,100 with an Efficiency Bar before reaching £940.

Shunter (at Rs. 360-45-630).

184. This post, which is non-pensionable and is paid from the wages vote, should be deleted.

Railway Telegraph Inspectors.

185. In view of the alteration recommended in the scales of the Postal Tele graph and Telephone Inspectors (vide paragraph 82 supra) the following alterations should be made in the scales of the Railway Telegraph Inspectors :-

Class I-Rs. 2,840-120-3,800.

Class II-Rs. 1,120-(6 of 80, 10 of 120)-2,800. Efficiency Bars before

Rs. 1,720 and Rs. 2,320.

Draughtsmen.

186. Following the alteration recommended in the case of Class II Draughts- men in the Survey Department, Public Works Department, etc., the scale of Class II Draughtsmen in the Railway should also be altered to Rs. 900-120-2,820, with halts of two years each on Rs. 1,500 and Rs. 2,100, and Efficiency Bars before Rs. 1,620 and Rs. 2,220.

Railway Clerical Service,

187. These officers have been dealt with in connexion with the Clerical Services generally (vide paragraph 30). The alterations recommended are:--

Class II-Rs. 840-18 of 80, 11 of 120)-2,800. Efficiency Bars before Subordinate Class-Rs. 480-48-1,200. Efficiency Bars before

Rs. 1,600 and Rs. 2,200.

Rs. 768 and Rs. 1,008.

Railway Extensions. 188. I would recommend the acceptance of the Salaries Commission's proposals with two small alterations :--

Assistant Engineers.

189. The qualifications required in these officers are no lower, and the duties performed by them no less important than in the case of a District Engineer. would accordingly recommend that they be granted the same scale, viz., £540-30-960. Assistant Engineer (Local).

190.

This officer's post is comparable to that of an Assistant Engineer, Public Works Department. I would accordingly suggest the advisability of placing him on their scale, viz., Rs. 4,000-180 and 120-7,000. (Efficiency Bars before Rs. 5,280 and Rs. 6,340.)

191. With regard to the officers of the Department for whom the Commission make no recommendation I would advise the adoption of the salaries shown on the schedule attached :--

Bridge Erector-£575-25-650.

Chief Inspector of Works-£475-25-525. Permanent Way Inspector-£345-15-875. Accountant-£420-30-570 (Class IV, Accountants and Audit Officers' Scheme). Chief Accounts Clerk--Rs. 900-120-2,820 (halts of 2 years on Rs. 1,500 and 2,100, and Efficiency Bars before Rs. 1,620 and Rs. 2,220).

Chief Correspondence Clerk-Rs. 840-(8 of 80, 11 of 120)-2,800. Efficiency Clerks (as in Railway Clerical Service)- Rs. 840-(8 of 80, 11 of 120)-2,800.

Bars before Rs. 1,600 and Rs. 2,200. Efficiency Bars before
