Head 36: Irrigation Department.

192. I concur in the Commission's recommendations subject to the following modifications which appear to me necessary.

Assistant Director of Irrigation.

193. This officer is at present on a scale of £700-50-900, the same as that of the Deputy Surveyor General and senior Provincial Engineers. The Commission have placed him on a level with the Provincial Engineers, viz., £1,000-40-1,200, and below the Deputy Surveyor General, whom they have placed on £1,050-50-1,300. In my opinion the position of the Assistant Director of Irrigation approximates more closely to that of the Deputy Surveyor General than to that of a provincial engineer, and I therefore recommend that he be allowed to rise to the same maximum as the Deputy Surveyor General, the scale being fixed at £1,050-50-1,300. I also recommend that his official designation be at the same time altered to "Deputy Director of Irrigation."

Divisional Irrigation Engineers.

194. The present establishment consists of two at £700-50-800 and six at £500-20-700, and the Commission have proposed a uniform scale of £900-40-1,100 for all of them. The proposed maximum preserves the present relative position of these officers towards the Provincial Engineers, who at present have a maximum of £900, and are recommended by the Commission for a maximum of £1,200. In view, however, of the fact that most of the Divisional Irrigation Engineers are profes sionally quite equal to the Provincial Engineers, and have as difficult and responsible work to do as the latter, I consider that it should be possible for two of the Divisional Irrigation Engineers to rise to the same maximum as the provincial engineer, and accordingly recommend that provision be made for this by adding a note that, on the recommendation of the Director of Irrigation, not more than two of the Divisional Irrigation Engineers may be allowed to rise from £1,100 to £1.200 by two further increments of £40 and one of £20.

Assistant Irrigation Engineers.`

195. The present scale of these officers is based on that of the assistant en- gineers of the Public Works Department, with whom they are comparable in regard to both qualifications and duties, and, as I am suggesting a revised scale for the latter (vide paragraph 200), I recommend the same scale for the former, viz., Re. 4,000 by Rs. 180 and one of Rs. 120 to Rs. 7,000, with Efficiency Bars before Rs. 5,200 and Rs. 6,840.

Irrigation Inspectors and Sub-Inspectors.

198. The present salaries of these two classes were fixed in 1920 on the basis of those sanctioned for surveyors of Grades II and III respectively, viz., Re. 1,800- 120-3,000 and Rs. 720-120-1.680; but this has apparently escaped the notice of the Commissioners, who have proposed varying rates for these two groups of officers, viz. :~-

Surveyors: Grade II-Rs. 2,640-120-4,440. (Efficiency Bar before Rs. 3,720.) Irrigation Inspectors-Rs. 2,500-100-4,500. (Efficiency Bar before Rs. 3,600).

Grade III-Rs. 1,200-120-2,520. (Efficiency Bar before Rs. 1,800). Sub-Inspectors-Rs. 1,050-150-2,400. (Efficiency Bar before Rs. 1,950). Though the discrepancies are not very serious, I consider it desirable to maintain the basis adopted so recently, and therefore recommend that the Irrigation Inspectors and Sub-Inspectors be granted the same scales as Surveyors of Grades II and III respectively.

Draughtsmen.

197. The Salaries Scheme of 1912 provided for two appointments in Class I on a scale of Rs. 1,880-120-2,700, but these do not appear in the current Estimates as the posts are vacant, and consequently the Commission have proposed no scale for them. The provision should be continued by varying the item "Draughtsmen" in the Schedule as follows:-

Class I (2)-Rs. 3,000-120-4,080.

Class II Rs. 900-120-2,820. Halts of 2 years each on Rs. 1,500 and Rs. 2,100 and Efficiency Bars before Rs. 1,620 and Rs. 2,220. Head 39: Public Works Department.

198. I concur in the recommendations under this head subject to the following modifications:---

Architectural Assistants.

199. For the two junior officers of this grade the Commission have proposed salaries of £540-30-660 and £500-25-600 respectively, based presumably upon their present salaries, namely, £300-25-400 and £300-25-350. The Director of Public Works has, however, represented that their professional qualifications are as high and their duties as important as those of a District Engineer, and, after considera- tion of the matter, I recommend that the two officers in question be placed on the same scale as District Engineers, namely, £540-30-960, with the same Efficiency Bars. Assistant Engineers, Inspectors, Head Overseers.

200. The scales proposed by the Commission for these officers are a mere con- solidation of their present salaries and temporary increase except in the minimum salaries of the Assistant Engineers and the Head Overseers. intended as a temporary measure pending consideration of a reorganization scheme This is apparently which is at present before the Committee for the Further Employment of Ceylonese in the Government Service. It would, however, hardly be just to deny these officers a reasonable increase of salary meanwhile, and I therefore recommend the following revised scales, which will bring them more or less into line with officers of similar standing in the Railway:

Assistant Engineers-Rs. 4,000-(180, 1 of 120)-7,000. Efficiency Bars before

Inspectors-Rs. 3,000-120-3,600.

Head Overseers-Rs 1,700-100-2,300.

Draughtsman (Supernumerary).

Rs. 5,260 and Rs. 6.340.

201. The Commission propose a scale of Rs. 900-100-2,100 for this officer, but,

as he is already graded with Class II. I recommend that he be given the scale for that Class

Bookbinder.

202. This officer does not appear in the schedule as he is included under the general head "Bookbinders" (paragraphs 72 to 75). The Director of Public Works has represented that, though called bookbinder, this officer's most important duties are those of a record keeper and has recommended that he be given an allowance of Rs. 15 per mensem in addition to the salary payable to him as a bookbinder. The proposal seems reasonable, and I recommend it for sanction.

Head 42: Military Expenditure.-Ceylon Defence Force.

203. I concur in the proposals of the Commission under this head with one exception. I would recommend that the salary scale proposed for the Commandant's clerk be altered to Rs. 1,740-120-2,820 with a halt of two years on Rs. 2,100 and an Efficiency Bar before Rs. 2,220 in conformity with the alteration which I have sug- gested in the scale of Class II of the General Clerical Service.
