Heneratgoda Gardens (Training School).
154. This school is also being completely reorganized in conjunction with the reorganization of the Training College. It is hardly advisable to deal with the revision of the salaries of the staff on a permanent basis at present: I would there- fore suggest that the staff of the school retain for the present on the existing salaries plus temporary increase.
Head 23a: University College.
155. I concur in the recommendations of the Commission except in regard to the Demonstrators and Laboratory Assistants, who should be graded in accordance with the general scheme set out in paragraph 113. The grades and scales for these officers would be:-
Assistant Demonstrators Rs. 1,200 per annum. Laboratory Assistants-Rs. 1,200-120-2,400.
Rs. 840-120-2,040--Efficiency Bar before Rs. 1,440. Head 24: Department of Agriculture. 156. I would recommend the adoption of the Commission's proposals for this Department with the following alterations :—
Scientific Officers of the Department.

157. For the reasons given in paragraph 112 of this Memorandum I would recommend that the proposed time scale of £550-30-1,000 be altered to £540-30-980.
Free Quarters.
158. In paragraph 236 the Commission recommend the abolition of the right to free quarters. Four officers of the Department at present enjoy the privilege of counting the value of their quarters for purposes of pension. This right is personal to the present holders. It will be seen from the schedule attached to this portion of the Commission's report that they have recommended the retention of free quarters in the case of the present Superintendent of the Botanic Gardens one of the four officers in question. I would recommend that the other three officers be allowed to retain their right to free quarters.
Research Branch Officers.
159. A salary scheme in four classes has been proposed for the subordinate officers of the Agricultural, Research, and Field branches. No provision is made in the Research branch for posts in Class I. As my attention has been called to this by the Director of Agriculture, I feel that it is necessary to explain that the reason for this is that no officers in that branch are at present aufficiently senior for promotion to Class I. When their length of service justifies it they will be pro- moted to Class I as in the case of officers of the other branches.
Head 25: Colombo Museum, and Head 25a : Fisheries Department. 160. I would advise the adoption of the Commission's proposals with the fol- lowing alterations :-
Director.
161. I would recommend that the salary be altered to £900-50-1,200,
Assistant Marine Biologist.
162.
I would advise that he be granted a salary of £540-30-960.
Draughtsman and Laboratory Assistant.
163. I would suggest that the scale proposed by the Commission, viz., Rs. 900- 100-1,800, be altered to Rs. 840-120-2,040-Efficiency Bar before Rs. 1,440.
The reasons for these three recommendations are given in paragraph 113 of this Memorandum.
Head 26: Archæological Department.
184. I concur in the Commission's proposals subject to the following modifi- cations:--
Archæological Commissioner.
165. In keeping with my recommendations in the case of other Heads of minor scientific departments, such as the Director, Colombo Museum, Government Analyst, and the Principal Mineral Surveyor, I recommend that the maximum proposed for this officer be raised to £1,200.

Native Assistants and Draughtsmen.
166. The scale for the three officers entered at Rs. 900-100-2,800 in the Com- missioner's schedule should be altered to Rs. 900-120-2,820 (with halts of two years each on Rs. 1,500 and Rs. 2,100, and Efficiency Bars before Rs. 1,620 and Rs. 2,220), to bring it into conformity with the alteration recommended in the case of other draughtsmen of the same standing (vide paragraph 62).
Photographer.
167. The Commission has recommended a fixed rate for this officer, following, no doubt, the similar rate entered for him in the current Estimates. The Archæo- logical Commissioner has, however, since explained the necessity of providing an incremental salary for this officer, and I recommend that he be given a scale of Rs. 840-60-1,200.
Head 27: Government Veterinary Department.
168. Two alterations appear to me to be desirable in the proposals of the Com- mission for this department.
Government Veterinary Surgeon.
169. The salary proposed by the Commission for the Government Veterinary Surgeon is rather low. In connexion with the proposal to recruit from the United Kingdom a qualified Assistant, it was ascertained (nide your despatch No. 759, of 24th September, 1920), that the lowest salary which would attract the right type of applicant was £500-700. I would therefore suggest for your approval a salary of £700-30-850 for the Government Veterinary Surgeon. This is the salary proposed for the Colonial Storekeeper. The Veterinary Department has expanded very con- siderably since the last revision of salaries, and is certainly of at least equal import- ance with the Government Store Department.
Qualification for promotion to Class I of Scheme for Assistant Veterinary Surgeons and Stock Inspectors.
170. The Commission have proposed that promotion to Class I should be dependent on the holding of the qualification of the Bombay Veterinary College. The Government Veterinary Surgeon has called my attention to the inadvisability of limiting the necessary qualification to that of the Bombay Veterinary College, and has suggested that the qualification of any recognised British, Indian or Colonial Veterinary College should be accepted. I would support his view and recommend that this small alteration be approved.
Head 28: Government Analyst.
171. I concur in the recommendations of the Commission subject to the follow- ing modifications:-

Government Analyst.
As recommended by me in the case of other Heads of minor scientific De- partments, I would fix the scale of this officer at £900-50-1,200, giving him a maximum £100 higher than that proposed by the Commission.
Assistant Government Analyst.
173. In accordance with my recommendation as regards other similar officers, I recommend that the salary of this officer be fixed at £540-30-960.
Laboratory Attendants.
173A. The revised scales for these men, in accordance with the general scheme in paragraph 118, are shown in the schedule.
Head 29: Mineral Survey.
174. I concur in the recommendations of the Commission.
Head 30: Inspector of Mines.
175. I concur in the Commission's recommendations with the reservation that the salary of the Inspector of Mines shall be subject to reconsideration on the occurrence of a vacancy.

Head 31: Inspector of Factories.
I concur in the Commission's recommendations.
