Inspector of Wearing Schools.
147. The present salary of this officer is Rs. 720-120-1,200.
The scale pro posed by the Salaries Commission is Rs. 1,080-60-1,500. The maximum is lower than the present maximum plus temporary increase. I consider that a scale of Rs. 1,080-60-1,800 (Efficiency Bar before Rs. 1,500) is necessary, and would advise its adoption.
Secretary of the Board of Education.
148. The present allowance for this post is Rs. 2,000. This post will in the future be filled by an officer holding another salaried post. In view of that fact the Director of Education is of opinion that the salary proposed by the Commission -viz., Rs. 2,400-120-3,600-is unnecessarily high. I share his view and consider that a scale of Rs. 2,400-120-3,000 would be sufficient.

Classics Master, Royal College.
The present salary is £500-25-600. The salary recommended by the Commission, £600-50-700, does not amount to the present salary plus temporary increase. I have considered the advisability of lowering the salary of this post, in view of a possible decline in its importance owing to the opening of the University College, but am of opinion that a salary below the present salary plus temporary increase would be inadequate. I would therefore advise the adoption of a scale of £650-25-750.
Master of Method.

150. The abolition of this post has been recommended by the Commission. have considered it inadvisable to anticipate the findings of the Retrenchment Com- mission, which is at present investigating the possibility of reduction of staff throughout the Government service as a whole, and would not advise the suppres- sion of this post pending the receipt of its report. I would meanwhile recommend that the salary of the post, if it is retained, be fixed at £650-25-750.
Science and Mathematics Masters, Royal College.

151. The Commission have recommended the abolition of these posts. doing so they acted, I believe, on a misunderstanding of the recommendation of the Director of Education. His view was that in future they should be filled by locally-trained officers, that the sterling salaries be abolished, and salaries of Rs. 4,500-300-6,000 substituted. I agree with the view that the posts are necessary, but could be suitably filled locally on the salaries recommended by the Director, and would suggest that these salaries be sanctioned.
Assistant Masters of the Royal College.
152. It would appear that the Commission in making their recommendations for these officers have been misled by the form in which provision is made in the Estimates for them. There are two groups of Assistant Masters, Graduate and non-Graduate. The present salary scales for these groups are:-
Graduate:
Class I-Rs. 3,300-300-3,600.
Class II-Rs. 2,100-180-3,000. Class III-Rs. 1,440-120-1,920.
Non-Graduate:
Class I, Grade I-Rs. 3,000.
Class I, Grade II-Rs. 1,200-120-1,740.
Class I, Grade III-Rs. 840-120-1,200.
These scales are not shown separately in the Estimates, as there are no officers at present in certain of the classes in the scheme.
The scales recommended by the Commission are therefore, I fear, in some respecte inadequate, and I would urgently request that sanction be given to the following scales :---
Graduates:
Class I (trained)-Rs. 3,780-180-4,500. Class II (untrained)-Rs. 2,400-180-3,600.
Non-Graduates:
Special Post (temporary) (trained)--Ra. 4,000. Class I (trained) Rs. 2,520-120-8,600.
Class II-Rs. 1,920-120-2,400-Efficiency Bar.
Class III-Rs. 1,200-120-1,800-Efficiency Bar.

Government English and Anglo-Vernacular Schools. 153. The recommendations of the Commission here also would appear to be based on a misapprehension of the existing schemes. This was no doubt due to the
form in which provision is made in the Estimates where the full details of the schemes are not set out. In this connexion I would request reference to my despatch No. 281 of 18th April, 1921, in which I requested your sanction of a reconstruction scheme for this branch of the Education Department, and also to your despatch No. 364 of 18th May, 1921, conveying the desired sanction. scheme then sanctioned was as follows:--
Teachers with Trained English Certificates-
Class I-Rs. 1,880 to Rs. 2,700 by biennial increments of Rs. 180.
Promotion to Class I after 5 years on Rs. 1,860 in Class II, Grade I.
Class II, Grade I-Rs. 1,860.
Promotion to Class II, Grade
Grade II.
The
after 5 years on Rs. 1,740 in Class II,
Grade II-Rs. 1,260 to Rs. 1,740 by biennial increments of Rs. 120. Teachers with Trained Anglo-Vernacular Certificates and Untrained English
Certificates-
Class I-Rs. 1,260 to Rs. 1,740 by annual increments of Rs. 60.
(i) Trained Anglo-Vernacular Head Teachers holding First-Class
Certificates.
(ii) Untrained Teachers on promotion from Class II after 25 years' satis
factory service. Class II, Grade I-Ra. 900 to Rs. 1,200 by biennial increments of Rs. 60.
Trained Anglo-Vernacular Head Teachers holding Second-Class Certificates.
Grade II-Rs. 600 to Rs. 1,200 by biennial increments of Rs. 60.
(i) Trained Anglo-Vernacular Assistant Teachers.
(ii) Untrained Teachers holding confirmed Third Class English
Certificates.
(iii) Matriculates of the University of London. (iv) Others possessing equivalent qualifications. Class III, Grade I-Rs. 600 to Rs. 900 by biennial increments of Rs. 60.
(i) Head Teachers with Provisional Third-Class English Certificates. (ii) Head Teachers with Third-Class, Anglo-Vernacular Certificates. (iii) Head Teachers accepted by the Department as qualified, but not holding qualifications equal to those of Teachers in Class II. Grade II-Rs. 360 to Rs. 600 by biennial increments of Rs. 60.
with Provisional Third-Class English
(i) Assistant Teachers
Certificates.
(ii) Assistant Teachers with Third-Class Anglo-Vernacular Certifi
cates.
(iii) Assistant Teachers accepted by the Department as qualified, but not holding qualifications equal to those of Teachers in Class II.
The Director of Education has, since the publication of the report, urged upon
me the necessity of retaining the classification of Teachers in the above scheme, and
has recommended that the following salary scales be adopted :- Government English Schools--
Headmasters:
Class I (trained)--Rs. 1,980-180-2,700.
Class II (trained)-Rs. 1.260-120-1.860-Efficiency Bar. Class III (certificated)--Rs. 1,260-120-1.860-Efficiency Bar.
Anglo-Vernacular Schools-
Headmasters :
Class I (trained)--Rs. 1,800-120-2,400.
Class II (trained)--Rs. 1,200-120-1.740-Efficiency Bar.
Class III (certificated)—Rs. 900-60-1,200-—Efficiency Bar.
Assistant Masters:
Class I (trained or certificated)-Rs. 900-60-1,200.
Class II (uncertificated)--Rs. 480-30-900.
I am in agreement with him and would advise the adoption of the salaries recom- mended by him.
