Commissioner.

119. For the reasons given in paragraph 112 of this memorandum I would recommend that the maximum in all these cases be raised to £960. The salaries, the adoption of which I would request, are--

Medical Superintendent, Leper Asylum:

£700-(50 and 1 of 60)-960.

Provincial Surgeons :

£700-(50 and 1 of 60)-980.

Inspecting Medical Officers:

£700-(50 and 1 of 60)-960.

The Government Bacteriologist:

£540-30-980 (Efficiency Bars before £720 and £870).

Assistant Sanitary Commissioner:

£700-(50 and 1 of 60)-960.

Director of the Bacteriological Institute.

120. For the reasons given in paragraph 112 of this memorandum I am strongly of opinion that the salary for this post should be £1,000-50-1,200.

Sanitary Commissioner.

121. The present salary of this post is £800-50-1,000. The Commission pro- pose that the future salary should be £1,000-50-1,200. I attach the greatest importance to the development of the work of this Department, and the post has been placed by the Commission on the same salary as the Assistant Principal Civil Medical Officer. It is my opinion that this grading is correct. I would accordingly recommend that the salary of the post be raised to £1,050-50-1,300.

Sanitary Officers.

122. The salary recommended for these officers by the Commission is: Grade II, £275-25-450; Grade I, £500-25-700. The proposed maximum of a Medical Officer is £600. I would bring to your notice the fact that Sanitary Medical Officers are not allowed the right of private practice. The salaries should accordingly be on a considerably higher level than those of the ordinary Medical Officer who enjoys that right. It is the opinion of the Principal Civil Medical Officer, with which I concur, that the increase of £100 on the maximum is totally inadequate as com- pensation for the loss of the right to private practice. I would suggest that the maximum be raised to £775, and a scale of £275-25-450, £500-25-775 with Efficiency Bars before £500 and £825 substituted for the Commission's proposals.

Subordinate Grades: Apothecaries.

123. The Commission have attempted to improve the prospects of the apothecaries by increasing the maximum and minimum salaries, and to curtail stagnation by an increase in the number of poets in Class I and the Special Class, and by granting a continuous time scale for Classes II and III. These benefits have, however, been considerably diminished by the reduction of the increment from Rs. 120 to Rs. 48. This reduction has given rise to serious discontent. I appreciate the difficulty which the Commission felt in fixing an increment for a long time scale in the case of these officers. I feel, however, that there is some justice in the com- plaint that the increment is too low. I would recommend the adoption of the following time scale, viz. :-

Special Class (16)-Rs. 2,400.

Class I. (86)-Rs. 1,800-120-2,160.

Class II-Rs. 720 (6 of 100, 3 of 120)-1,680 (Efficiency Bars before Rs. 1,120

and Rs. 1,440)

Sanitary Inspectors.

124. The Commission recommend a scale of Rs. 720-60-1,200 for these In- spectors. At present there are three Inspectors on the following salaries :—

1 at Rs. 1,440 plus Rs. 504 (temporary increase) - Rs. 1,044.

2 at Rs. 1,140 plus Rs. 339 (temporary increase) Rs. 1,539. and 100 Inspectors on a scale of Rs. 480-80-1,500 plus temporary increase Rs. 672-2,025. There are also two Sanitary Inspectors in the Institute of Medical Re- search on the last-mentioned scale. The Honourable Dr. II. M. Fernando later informed me that Rs. 720-60-1,200 was the scale for Grade II and recommended

Rs. 1,440-60-1,800 as a scale for Grade I. Even as amended by Dr. Fernando, the maximum appears to me inadequate, amounting as it does to an increase of only 20 per cent. on the maximum. The lowest salary scale which appears to me in any way adequate is Rs. 720 (10 of 80. 9 of 100)-2,420-Efficiency Bars before Rs. 1,200, Rs. 1,620, and Rs. 2,020. I would request your sanction of this scale.

Sanitary Superintendent.

125. The present salary of this officer is Rs. 1,800-100-3,000. The Commission propose a scale of Rs. 2,400-100-6,000. It will be seen that to reach the maximum from the minimum 36 annual increments are required. As this post is filled from the grade of inspectors, it would be quite impossible for the Sanitary Superinten- dent to reach his maximum prior to retirement. The maximum appears to me to be unnecessarily high and the increment too low. I would request your sanction to the following scale:-

Rs. 2,400-150-4,500-Efficiency Bars before Rs. 3,150 and Rs. 3.900.

Sanitary Engineer.

126. The Commission omitted to recommend any salary for this officer. was brought to the notice of the Honourable Dr. H. M. Fernando, who recom- mended a salary of Rs. 4,000-150-6,000. The increase proposed on the maximum salary appears to me rather inadequate. It would seem advisable to grant him an equal percentage increase with the corresponding grade in the Public Works Depart- ment the Assistant Engineer. I would, therefore, recommend the adoption of the following scale :--

Rs. 4,000 (180, 1 of 120, 1 of 100)-6,200-Efficiency Bar before Rs. 5,260.

Vaccination Branch.

(a) Inspectors.

127. The report contains no recommendation for these officers. Dr. Fernando has since recommended a salary of Rs. 1,080. I am of opinion that they should be granted a salary equal to the maximum of the Subordinate Clerical Service, Rs. 1,200, and would recommend the adoption of that rate.

(b) Vaccinators.

128. The present salaries of vaccinators are :—-

Class 1.-Rs. 540-30-660.

Class II.-Rs. 240-30-480.

The Commission recommend the following scales:

Class I.-Rs. 660-30-960.

Class II.-Rs. 360-30-660.

The increases recommended are considerably below those proposed for other similar low salaried grades. I would recommend for your consideration the following scales, which would not appear in any way excessive :—

Class II. (100) Rs. 384-48-768.

Class I. (33) Rs. 864-48-1,104.

On the same grounds I would recommend that the salaries of Female Vaccinators be altered from Rs. 540-15-660 to Rs. 576-48-788.

Overseers of the Lunatic Asylum,

129. I would recommend that the salaries of these officers be fixed at the following rates:-1'at Rs. 840, 3 at Rs. 480.

Hospital Stewards.

130. To preserve the present relative position of these officers I would recom- mend the following increased scales :-

Class II. (37) Rs. 480-48-1,200--Efficiency Bars before Rs. 768 and Rs. 1,008. Class I. (9) Rs. 1,200-48-1,440.

Special Class (1)—-Rs. 1,440-96-1,920.

Depot Assistants in the Vaccine Establishment, 131. The Salaries Commission recommend for the two assistants of the Vaccine Branch salaries of Rs. 480-42-900. In connexion with the regrading of the Laboratory officers referred to in paragraph 113 of this Memorandum, it was recom- mended that one of these officers be placed in Grade II. and one in Grade III. of the Laboratory Assistants' scheme. I would endorse this recommendation and request your sanction to the following salaries:-

Rs. 840-120-2,040 for one, and Rs. 600-80-1,200 for the other.
