Shorthand Typists.
Two
108. There are three shorthand typists in the Police Department. are on the same scale as the shorthand writers of the Supreme Court; the other is on a lower rate of pay. After carefully considering the case of the third typist, I agree with the view of the Commission that he should be raised to the same rate as the other two. At present the scale for these two is Rs. 720-60-1,080-three years' halt-Rs. 1,140-60-1,500. In the estimates only the lower half of the scale is quoted as none of the officers has yet reached the higher scale. The scale proposed by the Commission is Rs. 1,140-60-1,560. I would suggest that an Efficiency Bar be inserted after Rs. 1,560 and the following higher scale added-viz., Rs. 1,160-100- 2,200 as already recommended by me in the case of the shorthand writers of the. Supreme and District Courts (vide paragraphs 99 and 102 supra).
Head 21: Prisons Department.
109. I concur in the Commission's proposals under this head, subject to the following adjustments, which have been shown to be necessary:--
Jailers, Deputy Jailers, and Head Overseers.
110. The numbers in each of the new classes indicated in the marginal notes do not correctly correspond to the totals of the old classes as bracketed in the schedule. The total of 55 officers comprised in the old classes should be redistri- buted among the new classes as follows:---
European Jailers
Ceylonese Jailers, Class I
Ceylonese Jailers, Class II
Head Overseers
Assistant Matrons.

111. These have been merged in the classes of sub-Overseers "Guards," as recommended by the Inspector-General of Prisons, and therefore the separate provision under this head should be omitted.
Departments of Medicine and Science.
112. Since the publication of the report I have received a large number of memorials from the different scientific departments and from the Civil Medical Department calling attention to the inequality in the salaries proposed for officers of equal professional and official standing. These are partly due to existing anomalies which have been reproduced in the Commission's report and partly to alterations made by the Commission. After careful consideration of the repre- sentations made, it appears to me to be necessary to make a number of comparatively small alterations with a view to attaining uniformity in the standard of salaries granted throughout these departments. I have, therefore, recommended the adop- tion of two scales on which nearly all staff officers, with the exception of the Heads and Deputies of the major Departments, can be placed. These scales are £540-30- 960-Efficiency Bars before £720 and £870, and £900-50-1,200.
The higher scale appears to be suitable for the following officers
(1) Heads of a number of branches in the Civil Medical Department.
(2) The three senior scientific officers of the Department of Agriculture. (3) The heads of the minor Scientific Departments, viz., (a) Director of the Colombo Museum and Marine Biologist. (b) the Government Analyst, (c) the Archæological Commissioner.
I would recommend the adoption of the lower scale for the following posts :—
(1) Certain minor scientific posts in the Civil Medical Department, e.g., the Bacteriologist of the Bacteriological Laboratory, and officers of similar standing in the Department.
(2) The junior scientific officers of the Agricultural Department for whom
the Commission propose a scale of £550-80-1,000.
(3) The principal assistants in the minor Scientific Departments.
I would draw attention to the fact that by the adoption of the scales recommended uniformity will be attained not only throughout these Departments but between the officers of the Scientific and Technical Departments.

113. The relative grading of certain of the minor laboratory officers, e.g., Laboratory Assistants, also gave rise to considerable discontent, and I considered it advisable to direct the Principal of the University College to convene a meeting of the scientific officers with a view to arriving at a regrading of their Laboratory Assistants in three grades on the salaries recommended by the Commission. After several meetings the Principal forwarded to me a scheme which had received the approval of all the heads of the scientific branches of the Service. The scheme has received my careful consideration, and I am of opinion that the structure thereof should be adopted. I would therefore request your sanction to the following scheme :-
Laboratory Assistants.
Grade III-Rs. 600-60-1,200.
Grade II-Rs. 840-120-2,040. Efficiency Bar before Rs. 1,440. Grade I-Rs. 1,200-120-2,400.
Sub-Assistants.
Rs. 1,200-200-4,600. (Efficiency Bars before Rs. 1,800 and Rs. 2,800).
Rs. 1,200.
Assistant Demonstrators.
Laboratory Attendants.
Grade II-Rs. 300-6-444. Grade I-Rs. 444-18-540.
Rs. 240-6-300,
Laboratory Cleaners.
114. The officers of the different laboratories will be placed in the above grades in accordance with the joint recommendations of the Heads of the Departments con- cerned. This will necessitate the varying in certain cases of the salaries proposed in the Commission's report. I would request that the salaries recommended, par- ticulars of which are given under the appropriate heads of expenditure, be sanctioned.
Head 22: Medical Department.
115. Since the publication of the report memorials have been received from nearly every grade of the Civil Medical Department requesting a revision of the salaries proposed by the Commission. These requests are in many respects sup- ported by the Ceylon Branch of the British Medical Association. A large number of the objections raised are without foundation. There are, however, a considerable number of adjustments which, in my opinion, are necessary. detail below.

Principal Civil Medical Officer.
116. The Honourable Dr. H. M. Fernando has informed me that the salary recommended, £1,800, is an error. The salary, in his opinion, should be £1,750.
I consider that the salary of this post should be, as at present, the same as that of the Director of Public Works, and would recommend that the scale be altered to £1,600-50-1,750.
Assistant Principal Civil Medical Officer.
117. The salary recommended is £1,000-50-1.200. This officer is at present on a position of equality with the Deputy Surveyor-General, and, in my opinion. the present relative position should be maintained. I would therefore advise that the salary of the post be fixed at £1,050-50-1,300.
Medical Superintendent of the General Hospital.
118. This is a most important post, involving heavy responsibility and requiring professional qualifications of a very high order. I should recommend that it be placed on the scale £900-50-1,200 but for the fact that the holder enjoys the privilege of free quarters. The salary, however, should be higher than that of
the Superintendent of the Lunatic Asylum. I would accordingly urge that it be fixed at £900-50-1,150.
